Council Tax Reduction Change of Circumstances in West Northamptonshire
The 21-Day Rule You Cannot Afford to Miss
West Northamptonshire Council gives you exactly 21 days to report any change that affects your Council Tax Reduction. Miss that window and you risk losing favourable adjustments, picking up an overpayment to repay, or facing a £70 administrative penalty.
The 21-day clock starts from the date the change happens — not the date you notice it on a letter or bank statement. WNC counts calendar days, weekends included, and the reporting obligation falls on the claimant regardless of whether DWP or another agency has also been notified.
What Counts as a Reportable Change
Not every life event triggers the reporting duty. The changes WNC needs to know about are those that alter your household income, capital, or composition — the three inputs that drive the means-test calculation.
Income changes include starting or losing a job, a change in hours or pay rate, a new Universal Credit award or change in UC elements, starting or stopping a benefit like ESA or Carer's Allowance, and any pension or maintenance payments beginning or ending.
Capital changes cover savings crossing the £16,000 upper limit, receiving an inheritance or lump sum, cashing in investments, or spending down savings to below the threshold.
Household changes mean someone moving in or out (particularly adults who count as non-dependants), a partner joining or leaving the household, a child turning 18 and entering work, or a death in the household.
If you receive Universal Credit, remember that WNC and DWP are separate systems. Reporting a change to your UC journal does not notify West Northamptonshire Council. You must report to both.
How to Report
Send your notification in writing to [email protected]. Include your name, Council Tax account number, the date the change happened, and what changed. Attach any supporting documents — a payslip showing new hours, a UC award statement, or a tenancy agreement for a new household member.
WNC also accepts reports through the online portal at westnorthants.gov.uk, but the email route creates a dated record that proves you reported within 21 days if there is ever a dispute.
Phone calls to WNC do not count as formal notification. If you ring to ask about your claim, follow up in writing the same day.

What Happens After You Report
WNC recalculates your award based on the new information. If your income has dropped, your reduction should increase — though as of October 2026, change-of-circumstances notifications face a processing backlog of roughly 3.5 months (WNC was processing changes submitted from 25 June 2026). During that delay your bill stays at the old amount. WNC applies the revised award from the effective date allowed under its reporting rules; a late report can limit backdating of a favourable change.
If your income has risen, WNC reduces your award and adjusts your monthly instalments upward. Any gap between what you were paying and what you should have been paying becomes a recoverable overpayment added to your Council Tax account.
Late Reporting and Penalties
Reporting after the 21-day window does not disqualify you from having your award recalculated — WNC still processes the change. But the consequences shift against you:
- Favourable changes: if your income dropped and you report late, WNC may only backdate the increased award to the date they received your notification rather than the date of the actual change
- Unfavourable changes: the overpayment still runs from the date of the actual change, meaning a longer period of excess reduction to repay
- £70 penalty: WNC can impose a statutory administrative penalty for late reporting
- Fraud investigation: persistent failure to report, especially where the change is significant and clearly known to the claimant, can be referred for prosecution
Protecting Yourself During the Processing Backlog
With WNC running months behind on change-of-circumstances processing, two things matter: making sure your report is on the record, and budgeting for the adjustment.
Keep a copy of every email you send and every document you upload. If your income has increased, set aside the difference between your current payments and what you estimate the new payments will be — you will owe that sum once the recalculation catches up.
If your income has dropped and you are struggling to pay the current (too high) bill while waiting for the recalculation, contact WNC to ask about a temporary payment arrangement. You can also apply for the Exceptional Hardship Fund if the 20% minimum payment is unaffordable.
Our West Northamptonshire Council Tax Reduction guide includes a Change of Circumstances Log worksheet that tracks every change, reporting date, and supporting document — so you have a complete paper trail if WNC ever questions whether you reported on time.
