Council Tax Reduction Change of Circumstances in North Yorkshire
The 21-Day Reporting Rule
Once you have a Council Tax Reduction award in North Yorkshire, you must notify the council within 21 days of any change that could affect your entitlement. CTR awards are continuous — there's no annual reapplication — but they adjust whenever your circumstances shift.
Missing the 21-day window doesn't just risk a penalty. If the unreported change means you've been getting more CTR than you're entitled to, the council calculates an "Excess CTR" adjustment and debits the difference back to your Council Tax account. Your next demand notice will show a higher balance and increased monthly instalments to recover the overpayment.
What You Must Report
Income changes: a pay rise, new job, overtime, or a drop in hours. For self-employed residents, a significant change in trading profit. If your Universal Credit award changes (elements added or removed, sanctions, deductions), report that too — the council doesn't always get automatic updates from the DWP.
Capital changes: savings approaching or crossing the £6,000 threshold. Receiving an inheritance, redundancy payment, or selling an asset. Equally, if your savings drop significantly, reporting it could move you into a more favourable band.
Household changes: a partner moving in or out, a child leaving home, a non-dependant arriving. Although North Yorkshire doesn't apply non-dependant deductions, a partner's income directly affects your assessment — going from single to couple changes your household type and band thresholds.
Address changes: moving to a different property within North Yorkshire, or leaving the area entirely.
Benefit changes: starting or stopping a qualifying benefit (PIP, DLA, Carer's Allowance, Income Support, JSA, ESA). Transitioning from a legacy benefit to Universal Credit under managed migration.

What Happens After You Report
The council reassesses your claim against the income band grid. Your award might go up (if income has dropped) or down (if income has risen), and you'll receive an updated demand notice. Ask the council to confirm the effective date of any change.
If your income dropped and you think your award should be higher, ask the council to review the assessment and confirm whether an increase can be applied from an earlier date. Reporting promptly matters when your income falls as well as when it rises.
The Excess CTR Recovery Process
If you received more CTR than entitled (because of a delayed report or an unnotified change), the council doesn't claw back cash — CTR is a bill reduction, not a benefit payment. Instead, they add the excess back to your Council Tax account balance. Your remaining monthly instalments increase to absorb the extra amount.
If the revised instalments cause hardship, you may be able to negotiate a payment plan or apply for hardship relief.
The North Yorkshire Council Tax Reduction Process Guide includes a change-and-appeal tracking log for recording reported changes, council responses, and revised awards — useful evidence if you later need to challenge an overpayment assessment.
