Wirral Council Tax Reduction Backdating: How to Claim Up to 3 Months Back
The 3-Month Maximum
Working-age Council Tax Reduction in Wirral can be backdated by up to three calendar months before the date your written backdating request reaches the council. Unlike the pension-age scheme, where backdating rules are more generous, the working-age limit is strictly capped at three months.
The request must be made in writing — either through a dedicated field within the online CTR application or by formal letter or email to the revenues department. A phone call alone does not count as a formal backdating request.
What "Good Cause" Means
To get backdating approved, you need to demonstrate continuous good cause for failing to claim during the entire backdating period. The council expects evidence that circumstances genuinely prevented you from applying earlier.
Examples that typically satisfy good cause:
- Severe illness or hospitalisation — you were physically unable to manage the application process
- Bereavement — a death in the household affected your capacity to deal with administrative tasks
- Incorrect advice from an official body — a council officer, DWP adviser or other authority told you that you did not need to apply separately, or that UC would cover your council tax
- Mental health crisis — a documented period of mental ill health that prevented you from engaging with the claims process
The key word is "continuous." If you were incapacitated for the first month but had capacity during months two and three, the council may only backdate to the start of your incapacity rather than the full three months.
The Evidence You Need
A backdating request without supporting evidence is almost always refused. Prepare the following before you submit:
Medical evidence — a GP letter, hospital discharge summary, or mental health team record covering the relevant dates. The evidence needs to confirm that you were unable to manage your affairs during the period in question.
Written correspondence — if your good cause is based on incorrect advice, provide the letter, email or reference number from the interaction where you were given wrong information.
Financial evidence for the full period — even if your good cause is accepted, the council still needs to assess your income and capital for each week of the backdating period. This means bank statements, payslips and benefit statements covering all three months.

How to Request Backdating
When applying for CTR online, look for the backdating question within the form. State the date you want your claim to start, explain why you did not apply earlier, and attach your evidence.
If you have already submitted a CTR claim without requesting backdating, you can make a separate written backdating request afterwards. Send it to the revenues department and reference your existing claim. The three-month clock runs from the date this written request is received, not from your original claim date.
What Happens After You Request
The council assesses your backdating request alongside your main CTR claim. If approved, your entitlement is calculated for each week of the backdating period based on the income and circumstances you had at the time. The resulting credit is applied to your council tax account, reducing any arrears that built up.
If refused, you receive a written decision explaining why. You can challenge it through the Section 16 internal grievance procedure within one month of the decision, and then escalate to the Valuation Tribunal for England within two months if the internal review does not go your way.
When Backdating Is Most Valuable
The people who benefit most from backdating are those who moved onto Universal Credit without realising they needed a separate CTR claim. If you have been on UC for three months and only just discovered that council tax is not covered, a successful backdating request could recover several hundred pounds in CTR that would otherwise be lost.
