Can You Backdate Council Tax Reduction in Liverpool?

If you were eligible for Council Tax Reduction in Liverpool but didn't claim in time, you might be able to get it backdated — but the rules are strict, and you need to show continuous good cause for the whole period.

The Backdating Standard: Continuous Good Cause

For working-age claimants, Liverpool City Council requires you to demonstrate "good cause" for the entire period you're asking to be backdated. Not just a reason for missing the original deadline — continuous good cause covering every week from when you should have claimed to when you actually did.

The council treats the scheme rules as publicly available information. Simply not knowing the scheme existed, or believing Universal Credit covered your council tax automatically, is not accepted as good cause. Neither is being busy, being confused by the process, or assuming someone else was handling it.

What May Support Good Cause

Examples of reasons that may support good cause include:

  • Severe illness or hospitalisation — you were physically or mentally unable to submit a claim, supported by GP or hospital documentation
  • Bereavement — a death in the immediate family that prevented you from managing your affairs during the backdating period
  • Erroneous official advice — advice from a council officer, DWP work coach, or another official body may support your request if you can explain what you were told and how you relied on it (verbal advice can be difficult to prove)
  • Documented system failure — evidence of a council portal outage or similar technical failure may support your request

The key word is "documented." You need evidence that covers the timeline. A GP letter confirming you were too unwell to manage your affairs from a specific date, hospital admission records, a written record of incorrect advice — these are what the council looks at.

How to Request Backdating

You can include a backdating request as part of your initial application through the Citizen Access Benefits portal, or submit it separately in writing. Either way, you need:

  1. A clear written statement explaining exactly why you couldn't claim earlier
  2. The specific dates you're asking to be covered
  3. Supporting evidence for every period within those dates

Send written requests to Transactional Services, Cunard Building, Water Street, Liverpool, L3 1AH, or attach them to your online application.

Pension-Age Claimants Have It Easier

If you've reached State Pension age, the nationally prescribed rules allow automatic backdating of up to three months before your application date, where you were entitled during that period — no good cause is needed.

If Backdating Is Refused

The council sends a formal decision notice. You have one calendar month to request a reconsideration. If the council maintains its decision (or doesn't respond within two months), you can appeal to the Valuation Tribunal for England for free.

Don't give up at the first refusal if you have genuine grounds. But also don't assume the council will change its mind without new evidence.

Our Liverpool Council Tax Reduction guide includes a backdating fact-organiser worksheet that helps you build a chronological case with the evidence categories Liverpool actually accepts, structured to address each element of the good cause test.
