Council Tax Reduction Backdating: Good Cause Rules and How Far Back You Can Claim
How Working-Age Backdating Differs From Pension-Age
Pension-age claimants get automatic three-month backdating — no questions asked, no "good cause" needed. Working-age claimants get none of that generosity. Each council sets its own backdating rules, and they're almost always more restrictive.
Many councils allow working-age backdating of one month if you can show continuous "good cause" for the delay. Some permit three or six months. Manchester City Council allows up to 12 months, while Rother District Council prohibits working-age backdating entirely. Where a council permits backdating, it may require continuous "good cause."
The variation matters. If you could have claimed six months ago but didn't know you were eligible, the backdating limit determines how much of that missed support you can recover. At one month, you recover four weeks' worth. At 12 months, you could recover the full period.
What "Good Cause" Means
"Good cause" is the legal test for working-age backdating. You need to show a continuous reason why you couldn't reasonably have claimed earlier. The council assesses this on the facts — there's no tick-box list of approved reasons. But from Local Government Ombudsman cases and council scheme documents, the circumstances that tend to succeed include:
Illness or hospital admission — if you were physically or mentally unable to manage an application. Medical evidence (GP letter, hospital discharge summary) strengthens this substantially.
Bereavement — dealing with the death of a partner or close family member, especially if they handled household finances.
Misleading official advice — if a council or DWP official told you that you weren't eligible and you relied on that. Keep any written record or note the date and what was said.
Language barriers or digital exclusion — if you don't have internet access and couldn't get to a council office, or if English isn't your first language and you had no one to help translate.
The UC assumption — if you believed Universal Credit included Council Tax Support, explain the specific circumstances that led to the delay. Councils apply their local good-cause test, and the assumption alone may not be enough.
"I didn't know about it" on its own may not establish good cause. Explain what prevented a reasonable person in your position from applying earlier, and provide evidence where you can.
How to Build a Backdating Request
The strongest backdating requests are specific, dated, and evidenced. A chronology showing "I was admitted to hospital on 15 March, discharged on 2 April, and had follow-up appointments on 10 and 24 April that prevented me from attending to paperwork" explains the circumstances more clearly than a vague "I was ill."
Structure your request as a timeline:
- The date your circumstances changed (when you became eligible)
- Each specific event or barrier that prevented you from claiming
- The dates those barriers started and ended
- What you did to try to claim once the barriers lifted
- Supporting evidence for each event (medical letters, DWP correspondence, notes of phone calls)
Submit the backdating request with your CTR application, or as a separate letter if you've already applied. Address it to the benefits team and keep a copy.

What Happens If Backdating Is Refused
If the council refuses your backdating request, the decision notice should explain why. You can challenge it by writing to the council within two months, setting out why you disagree. If the council doesn't budge, you can appeal to the Valuation Tribunal for England — a free, independent tribunal that reviews CTR decisions. The VTE can overturn a backdating refusal if it finds the council misapplied its own scheme rules or didn't properly consider your evidence.
The Council Tax Reduction guide includes a Backdating "Good Cause" Chronology Worksheet designed specifically for structuring the kind of detailed, dated narrative that councils and tribunals take seriously. It also covers the full appeal process if backdating is refused.
