Backdating Council Tax Reduction in Leeds: The 6-Month Rule and Good Cause

How Far Back You Can Go

Working-age residents in Leeds can backdate their Council Tax Support by up to six calendar months. The limit is absolute — you cannot get CTS for any period more than six months before the council receives your written backdating request, no matter how compelling your circumstances.

Pensioners have it easier: national rules give them automatic three-month backdating without needing to prove anything. But working-age claimants must make an explicit written request and clear a higher bar.

The Good Cause Test

Leeds requires you to demonstrate "continuous good cause" for the entire period you are requesting. This means showing that a reasonable person in your situation would not have been able to apply earlier. The word "continuous" matters — you need good cause for every day of the backdated period, not just the start of it.

Circumstances that Leeds and the Valuation Tribunal generally accept as good cause include:

  • Serious illness or hospitalisation that prevented you from managing administrative tasks
  • Bereavement of a close family member
  • Official misdirection — a council officer, DWP staff, or advice worker told you that you did not need to apply, or that UC would cover your council tax automatically
  • Mental health crisis documented by a GP or mental health professional
  • Language barriers that prevented you from understanding the application process
  • Domestic abuse that restricted your access to financial administration

What does not typically work: not knowing the scheme existed, being too busy, or assuming the DWP would handle it. The council expects residents to take reasonable steps to manage their council tax liability.

How to Submit a Backdating Request

Write to Leeds City Council Benefits Service stating that you are requesting backdating of your Council Tax Support claim. Include:

  1. The specific period you want covered (e.g. "from 24 April 2026 to the present")
  2. A clear explanation of why you could not apply during that period
  3. Supporting evidence — GP letters, hospital discharge summaries, letters from advice agencies, a timeline showing when the barrier lifted

Send this alongside your CTS application or, if you already have an active claim, as a separate written request. The council must give you a decision in writing. If you disagree, write to Leeds asking it to look at the decision again and state your grounds; if you still disagree with its reply, you can appeal to the Valuation Tribunal.

The DWP Gateway Backdating Rule

There is a separate rule tied to Universal Credit. If you apply for CTS directly to the council within one month of the date you made your UC claim, Leeds treats your CTS application as made on the first day of UC entitlement arising from that claim. A DWP electronic notification of a new UC claim and its first payment record can also be treated as a CTS claim from the first day of UC entitlement. These routes do not require a separate good-cause backdating request.

What a Successful Backdate Looks Like

If the council approves your backdating request, the CTS award is credited to your council tax account for the backdated period. Your bill is recalculated, and you receive a revised statement showing reduced liability. If you have already paid the full amount for those months, the credit sits on your account and offsets future payments — or you can request a cash refund if the account is in credit and you have no arrears.

The Leeds Council Tax Reduction guide includes a backdating request template with the exact wording and evidence structure that satisfies the continuous good cause test.
