Backdate Council Tax Reduction in Manchester
Manchester Extended Backdating to 12 Months
From April 2024, Manchester City Council allows both working-age and pension-age claimants to backdate Council Tax Support by up to 12 months. Before that change, working-age applicants were limited to 6 months.
This is significant. If you qualified for support a year ago but never claimed, a successful backdating request applies the reduction to your council tax account retrospectively. Overpaid council tax from that period either reduces your future instalments or clears existing arrears.
The Good Cause Test
Backdating is not automatic. You must demonstrate continuous "good cause" — a valid reason — for failing to claim during the entire period you want covered. The council assesses each case individually.
Recognised grounds include:
- Illness or mental health crisis: a hospital stay, severe depression, or a condition that prevented you from managing paperwork
- Bereavement: the death of a close family member that disrupted your ability to deal with administrative tasks
- Digital exclusion: no internet access and no reasonable way to get help submitting online
- Misdirection by officials: a council or DWP officer told you incorrectly that you were not eligible, or that Universal Credit automatically handled council tax
- Universal Credit migration delays: confusion during the managed migration from legacy benefits to UC, which left a gap in your local claim
A common source of confusion is the UC auto-claim assumption. People may assume ticking the UC box covered council tax, never submit a separate CTS application, and only discover the gap when arrears build up. That factual misunderstanding — especially when caused by unclear official guidance — can constitute good cause.
How to Submit a Backdating Request
Include the request as part of your main CTS application through the manchester.gov.uk portal. There is a specific section asking whether you want to backdate. If you have already submitted a claim, write separately to the Revenues and Benefits service explaining the dates and reasons.
Your request must cover the full period. If you are asking for 12 months of backdating, you need to explain why you did not claim in month 1, and why that reason continued through to month 12. A hospital admission from March to June, followed by recovery and digital exclusion through October, would need documentation spanning the entire chain.

Evidence That Strengthens Your Case
- Medical evidence: GP letters, hospital discharge summaries, mental health crisis team records
- DWP correspondence: UC decision letters showing the dates your claim started, any refusals, and managed migration notices
- Council records: if you called and were told you did not need to apply separately, note the approximate date and what was said
- Support worker statements: a housing officer, social worker, or advice centre volunteer confirming they helped you once you became able to act
The council makes backdating decisions separately from your main CTS assessment. You can be awarded current support immediately while the backdating decision is still pending.
What Happens If Backdating Is Refused
The council must give you written reasons for the refusal. You have the right to request a formal internal review under Section 16 of the Local Government Finance Act 1992.
If the council rejects your written review, you have 2 months from the rejection notice to appeal. If the council does not respond, the appeal deadline is 4 months from the date you submitted your written request. The appeal route is free. The Valuation Tribunal is an independent body that can review whether the council applied the rules correctly.
How the Backdated Award Is Calculated
The council calculates your entitlement for each week of the backdated period using the income and household circumstances that applied at that time. If your income was lower a year ago, your backdated award could be higher than your current one.
The award is credited directly to your council tax account. It does not arrive as a cash payment. If you have arrears, the backdated amount reduces or clears them. If your account was up to date, it creates a credit that reduces your remaining instalments for the year.
