How to Apply for Council Tax Reduction in Liverpool
Liverpool runs its own Council Tax Reduction scheme for working-age residents on low incomes. A Universal Credit notification can count as an intention to claim, but check your bill and submit a manual claim if no amended bill arrives within four weeks.
Where to Apply
The online application route is Liverpool City Council's Citizen Access Benefits portal at liverpool.gov.uk/benefits/council-tax-support/. If you can't manage the online form yourself, you can book an appointment at a One Stop Shop by calling 0151 233 3011 — but appointments fill up quickly, so expect a wait.
The portal lets you save your progress partway through using a keycode. Write that keycode down somewhere safe. If you don't come back and finish the application within 14 days, the portal deletes everything you entered and you have to start over from scratch.
Documents You Need Before You Start
Gather these before opening the form — fumbling for paperwork mid-application wastes your 14-day window:
- National Insurance number — your NI card, a P60/P45, or any official DWP letter showing it
- Proof of address — your council tax bill or a tenancy agreement
- Income evidence — five consecutive weekly payslips, two monthly payslips, or three fortnightly ones
- Bank statements — the last two months for every account in the household (current accounts, savings, ISAs)
- Benefit letters — award notices for Universal Credit, PIP, DLA, ESA, or any other benefits
- Self-employment records — profit and loss accounts or a detailed income/expenditure breakdown covering the previous three to twelve months
Everything must be uploaded as PDF, JPEG, or PNG, and the total file size across all uploads cannot exceed 9 MB. Photograph your documents against a plain background and check the file sizes before you start — if your smartphone shoots high-resolution images, you may need to compress them or use lower-quality settings.
How Long It Takes
Liverpool City Council warns on their website not to chase the application unless three months have passed since you submitted it. In practice, if your claim is straightforward and all your documents are in order, it often comes back sooner. If anything is missing, the council may ask you for more evidence, so respond promptly to avoid delaying the assessment.
Your Council Tax Reduction starts from the Monday after the council receives your application. If you move to a new address and apply within seven days of moving in, it can start from the day your liability began at the new property.

What Happens After You Apply
Once your claim is assessed, Liverpool City Council sends a formal decision notice. It shows your assessed net monthly earned income, which income band they placed you in, the percentage reduction you received, and any non-dependant deductions. Your council tax bill is then recalculated with the reduction applied.
If the decision looks wrong, you have one calendar month from the date on the notice to request a written Statement of Reasons or ask for a formal reconsideration. The address for that is Transactional Services, Cunard Building, Water Street, Liverpool, L3 1AH.
Don't Wait Until You're Behind
The biggest risk is delay. You may remain liable for the full bill until a reduction starts, and Liverpool's working-age backdating rules are strict, requiring you to prove continuous "good cause" for the entire period you missed. If you think you might qualify, apply now. The application is free, and the worst that happens is the council says no.
Our Liverpool Council Tax Reduction guide walks through every step of the portal, shows you how to organise your evidence to stay under the 9 MB limit, and includes a keycode tracker so you never lose your saved progress.
