Wirral Council Tax Reduction: How to Report a Change of Circumstances
The 21-Day Rule
If you receive Council Tax Reduction in Wirral, you must report a relevant change that you could reasonably expect to affect your entitlement or award within 21 days, or as soon as reasonably practicable if that is later.
Reporting a change to the DWP for Universal Credit does not by itself satisfy your separate duty to notify Wirral Council.
What Must Be Reported
Changes that affect your CTR and need to be reported include:
- Income changes — a pay rise, a drop in hours, starting or losing a job, a new benefit award, a change to your UC assessment
- Capital changes — savings approaching or crossing the £6,000 threshold, receiving an inheritance, cashing in an investment
- Household changes — someone moving in or out (including adult children), a birth, a death, a child turning 18
- Relationship changes — moving in with a partner, separation, or divorce
- Temporary absences — an absence within Great Britain is generally treated as temporary for up to 13 weeks; an absence outside Great Britain is generally limited to 4 weeks, subject to scheme exceptions
The test is simple: if the change could affect your income, savings, household composition or liability for council tax, report it.
How to Report
The primary route is through Wirral Council's online change-of-circumstances portal. You can also report by phone through the One Stop Shop team on 0151 666 5050.
When reporting, have your council tax reference number ready along with details of the change — what happened, when it happened, and any supporting evidence. Upload documents where you can (a new payslip, a UC statement, a tenancy change letter).

What Happens When You Report
The council reassesses your CTR based on the new information. If your income has risen and pushes you into a higher band, your discount decreases and a revised council tax bill arrives showing higher monthly payments. If your income has dropped, you may be moved to a lower band with a larger discount.
Changes are effective from the Monday after the change occurs — the same Monday-start rule that applies to new claims.
What If You Cannot Report Within 21 Days
Late reporting creates two risks:
Overpayment recovery — if a change increased your income and you should have been receiving less CTR, the council will calculate the over-awarded amount for the period between the change and when they found out. This appears as an increased balance on your next council tax bill.
Potential fraud investigation — persistent failure to report changes, especially increases in income or savings, can trigger a fraud review. Wirral Council runs automated data-matching audits that cross-reference HMRC real-time pay data and DWP benefit records against your declared circumstances.
If you cannot report within 21 days, notify the council as soon as reasonably practicable. If the change affects your award, the council will reassess it using the relevant circumstances and effective date.
Suspensions and Reviews
If the council's data matching flags a discrepancy, they may suspend your CTR and send an information request. You get one month to respond with clarification or evidence. If you do not respond, your CTR is cancelled retroactively to the date of the suspected change, and any CTR credited to your account for that period is reversed.
