Reporting a Change of Circumstances for Council Tax Reduction in Cheshire West

What You Must Report and When

If you are receiving Council Tax Reduction in Cheshire West and Chester, you have a statutory duty to report any change in your household, financial, or residential circumstances within 21 days of the change happening. Telling the DWP or the Housing Benefit department does not count — you must notify the council's Benefits team separately.

Report changes through the "Report a Change in Circumstances" form on the council's online portal.

Changes that must be reported include:

  • Income changes: a pay rise, new job, loss of employment, change in working hours, or a change in Tax Credit awards
  • Non-dependant changes: an adult child starting or leaving work, a relative moving in or out, or a change in a non-dependant's hours or earnings
  • Capital changes: savings crossing the £6,000 threshold, receiving an inheritance, selling property, or a large payout
  • Household changes: someone moving into or out of your home, a new baby, a relationship starting or ending
  • Moving house: your CTR award is tied to a specific address and cannot follow you to a new property

What Happens If You Report Late

When the council recalculates your CTR after a late-reported change and finds you have been overpaid, the excess is called an "excess reduction." It is not technically an overpayment in the benefits sense — the council simply adds the amount back to your Council Tax account.

You will receive a revised demand notice showing higher remaining instalments. The council spreads the recovery across your remaining monthly payments for the year, which can create an unexpected spike in what you owe each month.

The Overpayment Problem

Excess CTR reductions cannot be appealed to the Valuation Tribunal. If you dispute the recovery, your only formal route is to apply for a Discretionary Hardship Payment under section 13A(1)(c) — arguing that the revised bill creates exceptional financial hardship.

This makes timely reporting doubly important. A change reported within 21 days means any adjustment is applied going forward with minimal disruption. The same change reported three months late can generate a large retrospective shortfall.

Moving House

When you move to a new address within Cheshire West and Chester, report the move through the council's "Report a Change in Circumstances" form. Ask the Benefits team how the new address affects your award and whether a new claim is needed.

If you move to a different council area entirely, you leave the Cheshire West scheme altogether and need to apply under whatever local scheme your new council operates. The rules may be significantly different — capital limits, maximum support percentages, and disregards all vary between councils.

The Cheshire West Council Tax Reduction guide includes a change-of-circumstances log to help you track what you reported, when, and to whom.
