Reporting a Change of Circumstances for Council Tax Support in Cheshire East

21 Days — That's Your Reporting Window

When your household circumstances change in a way that could affect your Council Tax Support, you have 21 days to tell Cheshire East Council. Not 30 days, not "when you get round to it" — 21 days from the date the change happens.

Reporting to DWP doesn't count. Telling your housing association doesn't count. The council's Benefits Team is a separate entity and needs to hear from you directly, even if other parts of government already know.

A DWP data update does not remove your duty to tell the council about a Universal Credit change that might affect your Council Tax Support. Report it to Cheshire East within 21 days, along with other relevant changes.

What You Must Report

The changes that affect your Council Tax Support calculation include:

  • Income changes — starting work, losing a job, changing hours, a pay rise or cut. This includes your partner's income.
  • Savings reaching £6,000 — household capital at or above the threshold ends entitlement from the first day of the reduction week following the change. This covers receiving an inheritance, a redundancy payout, or savings gradually building up.
  • People moving in or out — a partner moving in changes your household status. A countable non-dependant moving in can trigger the standard £11.16/week deduction; some adults, including full-time students, are disregarded. Someone leaving the property could increase your entitlement (you might qualify for Single Person Discount).
  • Losing Single Person Discount — if another counted adult moves in, you may lose the 25% SPD, which changes your net council tax liability and therefore your support calculation.
  • Starting or stopping a benefit — beginning Income Support, income-based JSA, or income-related ESA can passport you to higher support. Losing those benefits removes that protection.
  • Moving address — whether you move within Cheshire East or leave the borough entirely, your current claim ends and you'll need a fresh application at your new address.

How to Report

Changes are reported through the dedicated "Benefits Change of Circumstance" portal on the Cheshire East Council website. It's a separate form from the original application — not an amendment to your existing claim.

Log into your Cheshire East account and look for the change of circumstances section under benefits. You'll need to describe the change, the date it happened, and upload any supporting evidence (new payslips, a tenancy agreement showing someone has left, updated bank statements).

What Happens If You're Late

For most changes, a revised award takes effect from the first day of the reduction week following the actual change, not the date you report it. The scheme has different effective-date rules for some changes.

If the change reduced your entitlement and you've been receiving too much support, the difference is added back onto your council tax bill as an "excess reduction." You'll receive a revised bill with a higher remaining balance.

Failing to report can lead to an excess reduction and recovery of the amount over-awarded. The council's scheme also says that further consequences can include prosecution.

Changes That Increase Your Entitlement

Reporting cuts both ways. If your income drops, someone moves out, or you start receiving a qualifying disability benefit, your support could increase. But you won't get the higher award until you tell the council.

For most changes, the revised award takes effect from the first day of the reduction week following the actual change. If a change that would increase your award is reported more than one calendar month later, the council may use a later start date.

If you've had a major change — redundancy, relationship breakdown, someone leaving the home — the Cheshire East Council Tax Reduction Guide includes a change-reporting log worksheet that tracks what happened, when it happened, and when you reported it, so nothing falls through the 21-day window.
