Manchester Council Tax Support: Change of Circumstances

The 21-Day Reporting Rule

If you receive Council Tax Support in Manchester, you have a legal duty to report any change that might affect your entitlement within 21 days of the change happening. This is stricter than Housing Benefit, which allows one month.

Missing the deadline does not just delay your reassessment — it can create an overpayment that the council adds back to your council tax account as debt.

What Must Be Reported

Changes that affect your CTS fall into five main categories:

Income changes: a pay rise or cut, starting or stopping work, changes to self-employment profits, a new benefit award or a benefit ending. If you are on Universal Credit, the council receives some income data from DWP automatically, but not all changes filter through — report anything significant directly.

Household changes: someone moving in or out (a partner, adult child, or lodger), a baby being born, an adult child turning 18, or a non-dependant's employment status changing. These directly affect non-dependant deductions and your applicable amount.

Capital changes: an inheritance, a property sale, savings crossing the £6,000 or £16,000 thresholds, or cashing in an investment. The £16,000 capital ceiling is absolute — cross it and your entitlement stops entirely.

Address changes: moving to a different property within Manchester, or moving out of Manchester altogether (which ends your entitlement under this council's scheme).

Benefit changes: a new PIP, DLA, or Carer's Allowance award — or the loss of one. These affect income disregards and non-dependant deduction waivers, so they can increase or decrease your CTS.

How to Report

Report through the manchester.gov.uk self-service portal (the same system you used to apply), by calling 0161 234 5002, or by writing to the Revenues and Benefits service. Keep a record of when you reported and what you said — if there is a dispute later about timing, you need proof.

For Universal Credit claimants, do not assume that reporting a change to DWP fulfils your duty to report it to Manchester City Council. Report household changes to the council as well.

What Happens After You Report

The council reassesses your CTS based on the new circumstances and issues a revised Decision Notice alongside a new Demand Notice. If the change increases your entitlement (a pay cut, for example), your remaining instalments decrease. If the change reduces your entitlement (a pay rise, a non-dependant moving in), the shortfall from earlier months gets spread across your remaining instalments.

This retrospective adjustment is the single biggest cause of unexpected arrears for CTS claimants. Your bill for November can suddenly jump because October's support was recalculated downward. Budget for this by overpaying slightly during good months so that a downward adjustment does not leave you short.

Overpayments and Recovery

If you fail to report a change within 21 days and the council overpaid your CTS during that period, the excess is classified as an "excess reduction." The overpaid amount is added to your council tax account, increasing what you owe.

One exception: if the overpayment resulted from an official error made by the council or DWP — and you could not reasonably have known you were being overpaid — the council may write it off as unrecoverable. You would need to request a review and explain why the error was not something you should have spotted.

Changes That Work in Your Favour

Not all changes are bad news. A new PIP daily living award, for instance, is disregarded as income and can waive non-dependant deductions. It may also affect the applicable amount used in your calculation. Report it within 21 days; the council will reassess your award and can tell you what date the new calculation will take effect.

The Manchester Council Tax Reduction guide includes a change-of-circumstances log template to track what you reported and when — useful evidence if the council disputes your reporting timeline.
