Reporting Changes to Council Tax Support in Sheffield

Once Sheffield awards Council Tax Support, the obligation does not end. You must report any change in your circumstances within 21 days — and telling the DWP or your employer does not count. The legal duty is to notify Sheffield City Council directly.

What You Must Report

Any change that could affect your entitlement needs reporting. The most common:

Income changes

  • A pay rise, drop in hours, or new job
  • Starting or stopping self-employment
  • A new benefit award or a change to an existing one
  • Starting or stopping a pension

Household changes

  • A non-dependant adult moving in or out of your property
  • A partner moving in or leaving
  • Birth of a child
  • A change in a non-dependant's earnings (this affects the deduction from your award)

Address and absence

  • Moving to a different property (even within Sheffield)
  • Temporary absence exceeding 13 weeks, or 4 weeks if you leave Great Britain

Capital changes

  • Savings crossing the £6,000 threshold (tariff income starts)
  • Savings crossing the £16,000 threshold (working-age support generally stops, unless you receive Guarantee Pension Credit)
  • Receiving a lump sum (redundancy payment, inheritance, compensation)

How to Report

Three channels:

  1. Online change portal — through Sheffield City Council's Benefits portal, using the change-of-circumstances form
  2. In writing — letter or email to the Benefits Team, including your Council Tax account number
  3. Phone — 0114 273 6777, Monday to Friday, 8:30am to 5:30pm

The 21-day clock starts from the date the change happens, not the date you become aware of it. For wage changes, that means 21 days from the date your pay packet changes, not the date you receive the payslip.

The Universal Credit Wrinkle

If you are on Universal Credit, DWP sends automated data feeds to Sheffield showing changes to your UC award and your RTI earnings. Some changes are picked up automatically — but not all.

Changes the data feed covers:

  • Monthly UC award adjustments
  • PAYE earnings reported through HMRC

Changes you must still report yourself:

  • Non-dependants moving in or out
  • A partner moving in or leaving
  • Changes in savings above £6,000
  • A change of address
  • Self-employment income (not always captured by RTI feeds)

The safest approach: report everything directly to Sheffield, even if you think DWP's data feed will pick it up. If the council already knows, reporting costs you nothing. If they do not know and you did not report, you face overpayment recovery.

What Happens If You Report Late

Late reporting creates an overpayment. If the council paid you more support than you were entitled to, the excess becomes an "excess reduction" added back to your Council Tax bill.

The council cancels the excess support, adjusts your account balance upward, and issues a revised demand notice. You pay the difference through adjusted monthly instalments.

If the overpayment is large or the council suspects deliberate non-reporting, consequences escalate: administrative penalties, formal fraud investigation, or prosecution. The threshold for administrative penalties is lower than most people expect.

When a Change Works in Your Favour

Changes cut both ways. If your income drops, your support may increase. Report the drop within 21 days, as required for changes that could affect your entitlement.

If you lose your job or your hours are cut, report it the same day if you can. The sooner Sheffield knows, the sooner your instalments fall.

Our Sheffield Council Tax Reduction guide includes a change-of-circumstances log template that helps you track what you reported, when, and through which channel — useful evidence if the council disputes your reporting history.
