Croydon Council Tax Change of Circumstances: What to Report and When

Once you're receiving Council Tax Reduction in Croydon, any change in your household circumstances can alter your discount — sometimes dramatically. The council gives you 21 days to report changes, and missing that window can create an overpayment that gets added straight back to your bill.

What You Must Report

Croydon requires notification of anything that affects your income, household composition, or liability status:

Income changes:

  • New job, lost job, or change in hours
  • Pay rise or reduction
  • Change in self-employed earnings
  • Universal Credit elements changing (sanctions, deductions, new elements)
  • Starting or stopping a benefit (PIP, ESA, Carer's Allowance)

Household changes:

  • Someone moves in (creates a non-dependant deduction)
  • Someone moves out (may remove a deduction)
  • Partner joins or leaves the household
  • A child turns 5 (affects lone parent protected status)
  • A child leaves home

Property and address:

  • Moving house (within Croydon: update your claim; outside: your Croydon claim ends)
  • Capital crossing the £8,000 threshold (or £16,000 for disabled non-working)
  • Receiving an inheritance or lump sum

The 21-Day Reporting Window

You have 21 days from when the change happens to notify the council through the "Report a Change in Circumstances" portal. Upload supporting evidence — a P45, revised UC statement, tenancy agreement, or whatever documents prove the change.

Changes that reduce your entitlement (earning more, a non-dependant moving in) must be reported within this window. If you report late, the council recalculates your award backdated to when the change actually occurred, and the difference becomes an "excess reduction" — effectively an overpayment debited to your Council Tax account.

The Beneficial Change Exception

Changes that increase your entitlement work differently. Under Croydon's current 2026/27 rules, there is no time limit for reporting a beneficial change. If your income dropped three months ago and you only report it now, the council backdates the higher discount to the exact date the change occurred.

This is genuinely unusual — most London boroughs require beneficial changes to be reported within 30 days or the backdating is lost. Croydon's unlimited beneficial backdating is one of the proposals on the table for removal in the 2027/28 scheme consultation.

When Someone Moves In

For most claims, a new adult in your household (aged 18+, not your partner, not a joint tenant) can trigger a non-dependant deduction. Croydon does not apply these deductions to pensioner or disabled non-working claims. For other claims, the deduction depends on the adult's circumstances:

  • Not working: £5/week deduction
  • Earning up to £23,999/year: £10/week deduction
  • Earning £24,000/year or more: £30/week deduction

That deduction comes straight off your CTS award. An adult child who gets a full-time job at £25,000 costs you £30/week — roughly £130/month — off your Council Tax discount.

Some non-dependants are exempt from deductions entirely: full-time students, people under 18, prisoners, and those receiving Pension Credit. Croydon also does not apply these deductions to pensioner or disabled non-working claims.

When You Move House

Moving within Croydon means updating your existing claim with the new address. Moving outside Croydon ends your CTS claim — you'll need to apply fresh with your new council under their own local scheme (which will have different rules and income bands).

Report the move before you go. If you don't, you could be billed at your old address for weeks after you've left, creating unnecessary arrears.
