Reporting a Change of Circumstances for Council Tax Reduction in Kirklees

The 21-Day Rule

If you're receiving Council Tax Reduction in Kirklees, you have a legal duty to report any change in circumstances that could affect your entitlement. The deadline is 21 days from when the change happens.

This isn't optional. Kirklees may impose a £70 civil penalty if you negligently fail to report a reportable change within 21 days. If the change means you were overpaid, you'll have to repay the excess as well.

What You Must Report

The following changes all affect your CTR assessment and must be reported:

  • Income changes — new job, lost job, hours increased or decreased, self-employment income changes, new benefit award or benefit stopped
  • Universal Credit changes — any change to your UC award amount or elements
  • Household changes — someone moves in or out, a non-dependant's income changes, a partner moves in or leaves, a child leaves school
  • Capital changes — savings go above £8,000 (working-age) or £16,000 (pension-age), you inherit money, you sell a property
  • Address changes — you move home (your CTR stops at your old address and you'll need a new claim at the new one)
  • Relationship changes — you start or stop living with a partner

A change can work in your favour or against it. If your income drops, reporting it quickly means your CTR increases sooner. If someone moves out, you might qualify for the Single Person Discount.

How to Report Changes

The official channel is through MyKirklees — the "Tell us about a change in circumstance" section of your online account. This creates a dated record of when you reported.

If you can't use the online portal, contact the Kirklees Benefits Team on 01484 414950.

Keep a note of the date you reported, the method you used, and any reference number. If there's ever a dispute about whether you reported on time, this record is your defence.

What Happens After You Report

Kirklees reassesses your CTR based on the new information. If your entitlement changes, they'll adjust your council tax account and send a revised bill showing new monthly instalments.

If you've been overpaid because a change increased your income and you didn't report it immediately, the council will add the overpayment back to your council tax balance. This is recovered through higher monthly payments — the council can spread it across the remaining instalments or extend to 12 months if you request it.

Protecting Yourself

The risk isn't just the £70 penalty — it's the overpayment recovery that can hit hard, especially if months of CTR need to be repaid at once. Our Kirklees Council Tax Reduction guide includes a change log tool you can use to document every change as it happens, with dates and evidence, so you're protected if the council ever queries your reporting.
