How to Backdate Council Tax Reduction in Wiltshire

The Default Start Date

When you apply for Council Tax Reduction in Wiltshire, your claim normally starts from the Monday after the council receives your application. Without an approved backdate, you remain liable for the full bill for the earlier period, even if you would have qualified.

If you're moving into a new property and apply within one month of first becoming liable for council tax, the start date can align with your first day of liability. But that one-month window is strict.

How Backdating Works for Working-Age Applicants

Working-age claimants don't get automatic backdating. Pension-age claims follow different backdating rules; the automatic rules do not apply to working-age applicants in Wiltshire, who must prove "continuous good cause" for the period they want backdated.

This means you need to show that serious circumstances prevented you from applying or seeking help throughout the entire backdating period. Not just that you didn't know about CTR, but that something specific stopped you from applying.

What Counts as Good Cause

The council assesses each case individually. Examples of serious circumstances include:

  • Serious illness or hospitalisation — medical evidence showing you were physically unable to apply
  • Bereavement — the death of a close family member during the period

Not knowing about the scheme, being too busy, or assuming UC covered your council tax does not by itself show that severe circumstances prevented you from applying throughout the period.

How to Write the Request

Backdating must be explicitly requested in writing. You can include it in your CTR application form or submit a separate written statement. Either way, the request must include:

  1. The specific period you want backdated (from date to date)
  2. A clear explanation of what prevented you from applying during that period
  3. Supporting evidence — medical letters, hospital discharge notes, GP statements, social worker reports
  4. Confirmation that the circumstances were continuous throughout the whole backdated period

Address the letter to the Wiltshire Council Benefits Team, County Hall, Trowbridge BA14 8JN, or submit it through the online portal alongside your main application.

What If It's Refused

If the council rejects your backdating request, you can request a formal reconsideration in writing within one month of the decision letter. State why you believe the refusal is wrong, and include any additional evidence you've gathered.

If the council maintains its decision after reconsideration — or doesn't respond within two months — you can appeal to the Valuation Tribunal for England (VTE), which is free and independent.

Don't Leave Money Behind

Every week between when you could have claimed and when you actually did is money you've paid that you might not have needed to. If you think you have good cause for a late claim, it's worth making the backdating request — the worst that happens is the council says no, and your claim still runs from the application date.

Our Wiltshire Council Tax Reduction guide includes a backdating letter template and a walkthrough of what "continuous good cause" actually looks like in practice, with the evidence standards that Wiltshire Council applies.
