Backdating Council Tax Reduction in Wales
If you qualified for Council Tax Reduction months ago but only just found out about it, you are not necessarily limited to a claim from today. Welsh councils can backdate your CTR — but the rules depend on your age, and working-age claimants need to show "good cause" for the delay.
Working-Age Backdating: Up to Six Months
Working-age claimants can request backdating of up to six months before the date their application was received by the council. The catch is that you must demonstrate continuous good cause for the entire backdating period — a reason why you did not claim earlier that the council accepts as legitimate.
Examples you can explain to the council include:
- You did not know CTR existed — especially common for people who recently moved to Wales from England, where local schemes vary and no national entitlement exists
- You believed Universal Credit included council tax support — the UC separation trap is widespread and councils are familiar with it
- You were seriously ill or in hospital and unable to manage your affairs
- A bereavement or family crisis made it unreasonable to deal with administrative forms
- Language or literacy barriers prevented you from understanding the application process
- You were given incorrect advice — by the DWP, a work coach, or even by council staff on the phone
The council has discretion here. There is no statutory list of acceptable reasons — they assess each case on its merits. A clear, written statement explaining exactly what happened and why you could not claim sooner gives you the best chance.
Pension-Age Backdating: Three Months Automatic
Pension-age claimants get a simpler deal. The council must automatically backdate a pension-age CTR claim by three months — no good-cause statement is needed. If you reached pension age during the backdating period, the council splits the calculation: working-age rules for the earlier weeks (requiring good cause), pension-age rules for the later weeks (automatic).
How to Request Backdating
Backdating is not automatic for working-age claimants — you must ask for it when you submit your application. Most council forms include a section for backdating requests, but if not, submit a separate written statement.
Your statement should cover:
- The period you are requesting — be specific about dates
- Why you did not claim earlier — the good-cause reason, in plain language
- When and how the barrier was removed — what changed that enabled you to apply now
- Evidence if available — hospital discharge letters, a timeline of events, correspondence showing you were given wrong advice
Keep it factual and concise. Emotional appeals do not strengthen a good-cause argument — clear explanation of circumstances does.

If Backdating Is Refused
The council must send you a written decision explaining why your backdating request was refused. You have two options:
- Request a formal written review — write to the council asking them to reconsider, providing any additional evidence or arguments you have.
- Appeal to the Valuation Tribunal for Wales — if the council's review upholds the refusal, you can take the case to the VTW. The appeal is free, and the tribunal is independent of the council.
The most common reason for refusal is that the council does not accept your reason as continuous good cause for the full period. If that happens, you can sometimes negotiate a shorter backdating period — three months instead of six, for example.
Intention to Claim — Protecting Your Start Date
Even if you cannot submit a complete application today, contacting the council to express an intention to claim protects your start date. If you return the completed form within one month, or within a longer period the council considers reasonable, your entitlement runs from the Monday after that initial contact.
This is separate from backdating. You can express an intention to claim today, submit the form within a month, and also request six months of backdating on top — potentially covering over seven months of council tax.
The Council Tax Reduction in Wales guide includes a backdating statement template with prompts for the most common good-cause scenarios, plus the full formal review and VTW appeal process if your request is turned down.
