How to Apply for Council Tax Reduction in Wirral Online

Where to Apply

Wirral Council processes Council Tax Reduction claims through its combined Housing Benefit and CTR portal at wirral.gov.uk. The form covers both benefits in one submission, so even if you only need CTR, you use the same online application.

If you cannot manage the digital form, the One Stop Shop customer team can assist by phone on 0151 666 5050. They offer paper-assisted applications too. Citizens Advice Wirral (0808 278 7848) can help you fill in the form if you need a walk-through.

Foreign language interpretation and accessible formats — large print, Braille — are available through the same channels.

Documents You Need Before You Start

Gather these before you open the form. A missing document does not kill your claim, but it starts a clock: you get one calendar month from the council's request to provide what is missing.

Identity and address — passport, UK driving licence or birth certificate, plus proof of address (tenancy agreement, utility bill dated within three months, or a mortgage statement).

National Insurance number — your NINO card, a DWP award letter, a P60, or a payslip showing the number.

Income proof — five consecutive weekly payslips, or two monthly payslips. Self-employed applicants need audited accounts, an HMRC SA302, or a certified income-and-expense ledger.

Universal Credit breakdown — the full multi-page UC PDF statement from your journal, not just the payment summary. The council needs to see which elements make up your award because some are disregarded and some count toward net income.

Bank statements — the last two consecutive months for every account you and your partner hold. This verifies your capital is under the £6,000 limit.

Non-dependant details — if any adult aged 18 or over lives with you (other than your partner), bring their payslips or proof of student status. The council deducts £5 per week per non-dependant from your CTR unless an exemption applies.

How Claim Dates Work

For most claims, your claim date is the day the council receives your online submission. If you first notify the council that you intend to claim, that first-contact date can be used if you return the completed form within one month (or a longer period the council allows). A special rule uses the first day of your Universal Credit, Income Support, income-based JSA or income-related ESA entitlement if you apply within one month of claiming that benefit. This matters because entitlement normally starts on the Monday after the claim date.

If you submit on a Wednesday, your entitlement begins the following Monday. If you move in mid-week and apply within the same Monday-to-Sunday benefit week, entitlement can date back to the day your council tax liability began.

You can also file an advance claim up to 13 weeks before an anticipated change — such as turning 18 or moving into a new property.

What Happens After You Submit

Wirral aims to process completed claims within six weeks of receiving all supporting evidence. In the meantime, keep paying your existing council tax instalments. Falling behind while you wait triggers recovery notices, which create their own administrative headaches.

Once processed, you receive a formal Decision Notice and a revised Council Tax Demand Notice. The CTR award is credited directly to your council tax account — it is not paid as cash. The remaining balance is divided across whatever monthly instalments are left in the tax year.

If the council needs more evidence, they will write to you. You have one calendar month to respond. Miss that window and your claim may be cancelled — though you can reapply.

Do Not Assume Universal Credit Covers This

A common mistake: assuming that claiming Universal Credit automatically gives you Council Tax Reduction. It does not. The DWP sends Wirral Council a notification when you claim UC, but that is just an administrative signal. You still need to submit a separate CTR application yourself to establish formal entitlement and preserve your claim date.

Our Wirral Council Tax Reduction guide includes a printable evidence checklist and walks through the full application step by step, so nothing gets missed.
