What Documents Do You Need for Council Tax Reduction in Wirral?

Why Evidence Matters

Wirral Council will not process your Council Tax Reduction claim without supporting documents. Submitting an application with missing evidence does not kill the claim — the council preserves your claim date and gives you one calendar month to provide what is missing — but incomplete evidence is the most common cause of processing delays.

Getting everything together before you start the online form makes the process faster and reduces the chance of back-and-forth requests.

Identity and Address

You need proof of who you are and where you live:

  • Photo ID — valid passport, UK photocard driving licence, or national identity card. If you do not have photo ID, a birth certificate combined with another form of identification may be accepted.
  • National Insurance number — shown on your NINO card, any DWP award letter, your P60, or a payslip.
  • Proof of address — an official tenancy agreement, a utility bill dated within the last three months, or a mortgage statement. This confirms your council tax liability at the address.

Both you and your partner (if applicable) need to provide identity and NI number evidence.

Income Proof

What you need depends on how you earn:

Employed — five consecutive weekly payslips, three bi-weekly payslips, or two monthly payslips. These must show gross pay, tax, National Insurance and any pension deductions, because the council needs to calculate your net earnings.

Self-employed — audited accounts, your HMRC Self Assessment tax return (SA302), or a certified income-and-expense ledger. If your business is relatively new, partial records with an explanation may be accepted.

On Universal Credit — the full multi-page UC PDF statement from your online journal. Not the payment summary — the detailed breakdown showing every element (standard allowance, child element, housing element, carer element, LCWRA element, etc.). The council needs this because some UC elements are disregarded and some are counted as income.

On other benefits — DWP award letters for ESA, JSA, Income Support, PIP, DLA, Carer's Allowance or any other benefit you receive.

Bank Statements

Two consecutive months of statements for every bank, building society, credit union or savings account held by you and your partner. This covers current accounts, savings accounts, ISAs — everything.

The council uses these to verify two things: that your capital is under the £6,000 limit, and that your declared income matches what is actually coming in. Leaving out an account — even a dormant one — risks a fraud flag if it surfaces during an automated data-matching audit.

Online banking PDFs are typically accepted. Make sure they show the account holder name, sort code, account number, and full transaction history for the period.

Non-Dependant Details

If any adult aged 18 or over lives in your home other than your partner, the council needs evidence of their circumstances. This determines whether the £5 per week non-dependant deduction applies:

  • Employed non-dependant — their recent payslips or an employer letter
  • Non-dependant on benefits — their benefit entitlement letter
  • Student non-dependant — proof of full-time student status (student finance letter or university confirmation)

If the non-dependant is exempt from the deduction — for example, because you receive PIP daily living — you still need to declare their presence in the household.

Backdating Evidence

If you are requesting backdating of up to three months, you need additional evidence:

  • Good cause documentation — a GP letter, hospital records, or correspondence showing incorrect advice from an official body
  • Financial evidence covering the full backdating period — bank statements, payslips and benefit statements for every week of the period you want backdated

What Happens After You Submit

Wirral aims to process completed claims within six weeks of receiving all evidence. If they need more, you get a formal request letter with a one-month deadline. Missing that deadline means your claim may be cancelled — though you can reapply with a new claim date.

Our Wirral Council Tax Reduction guide includes a printable evidence checklist you can work through room by room to make sure nothing gets missed before you start the application.
