How to Apply for Council Tax Reduction in Wigan: Online Form, Phone and In Person
Where to Apply
You apply directly to Wigan Council — not through the DWP, not through Universal Credit, and not through your landlord. The council's online portal is the primary route, hosted at wigan.gov.uk under "Apply for Council Tax Reduction." You can also log in through your MyAccount profile to track your application afterwards.
The online form is the primary route. If you need help using it, Wigan Life Centre North and Leigh Life Centre offer public PC access and assisted digital submission.
Step-by-Step Application Process
Before you open the portal, gather your documents. The online form times out, and if you need to stop and find a bank statement mid-way, you risk losing what you've entered.
What you need ready:
- National Insurance number for you and your partner
- Council Tax reference number (on your bill)
- Bank statements — the last 2 full consecutive months for every account you and your partner hold (including savings, PayPal, digital banks like Monzo or Starling)
- Income proof — 5 weekly, 3 fortnightly, or 2 monthly wage slips, or your latest UC monthly statement showing all elements and deductions
- Self-employed records — cashbook, profit/loss statement, or most recent HMRC tax return if you work for yourself
- Child's birth certificate or Child Benefit letter if claiming the under-5 protected rate
Submit the application. Complete the form online. Upload your supporting documents when prompted. Save your submission reference immediately — you need this if anything goes wrong.
Wait for the decision. Wigan Council reviews your application and issues a revised Council Tax demand notice if successful. There is no separate decision letter for approvals; your bill simply changes to reflect the reduction.
In-Person Help
Two locations offer free assisted digital access:
- Wigan Life Centre (North): College Street, Wigan, WN1 1NH. Open Monday to Friday, 9am to 4pm. Public PCs available with staff who can help you complete the online form.
- Leigh Life Centre / Turnpike Centre: Civic Square, Leigh, WN7 1BY. Open Monday to Friday, 10am to 4pm.
These centres have public computers and staff trained to assist with benefit applications. You don't need an appointment for basic digital help, but arrive early — demand is highest in the morning.

Phone Support
You can call Wigan Council's customer support team for general queries about Council Tax Reduction. Staff can explain the scheme and tell you what documents you need, but they cannot fill out the online form for you or assemble your evidence.
For free independent advice, Citizens Advice Wigan Borough runs a freephone helpline at 0808 2787 801 (Monday to Friday, 9am to 5pm). They can walk you through the process and help you understand a decision.
Critical Timing Rule: No Backdating
Wigan Council does not backdate Council Tax Reduction claims for working-age residents. Your entitlement starts on the exact day the council receives your completed form — not when you lost your job, not when you went onto Universal Credit, and not when you first thought about applying.
Every day you delay costs you money you cannot recover. If you submitted a UC claim on 1 October but didn't apply for CTR until 15 November, you owe 100% of the Council Tax for those six weeks. That lost entitlement is permanent under the standard scheme.
The only potential remedy for a delayed application is a Section 13A discretionary hardship request, and there is no guarantee the council will grant it.
Common Mistakes That Delay Claims
Assuming UC covers it. The DWP does not notify Wigan Council to start a CTR claim on your behalf. You must apply separately and immediately.
Missing bank accounts. The council requires statements for every account — not just your main current account. Missing a savings account or a digital wallet delays processing or triggers rejection.
Waiting for a perfect time. There is never a reason to delay. Apply the day your circumstances change. You can always update the claim later if your income fluctuates.
For a complete evidence checklist and application walkthrough, the Wigan Council Tax Reduction guide covers every stage from document prep through to the revised bill.
