Wigan Council Tax Reduction Eligibility: Who Qualifies and How Much You Get

Who Qualifies for Council Tax Reduction in Wigan

Wigan Council runs its own local Council Tax Reduction (CTR) scheme, separate from Universal Credit and Housing Benefit. To qualify, you need to meet three conditions: your name is on the Council Tax bill, the property is your main home, and your household income is low enough to pass the means test.

The scheme splits working-age households into two tiers. If you or your partner have a child under five living with you, you can get up to 100% off your Council Tax — the full bill wiped. Everyone else of working age is capped at 80%, which means you always pay at least 20% of the charge regardless of how low your income is.

Pension-age residents follow national rules and can also receive up to 100% reduction, with a £16,000 capital limit unless they receive Guarantee Credit.

The Two-Tier System Explained

Wigan's working-age scheme works like this:

  • Protected households (child under 5): Maximum 100% reduction. Capital limit £16,000.
  • Standard working-age (no child under 5): Maximum 80% reduction. Capital limit £12,000.

The distinction matters because the maximum award and capital limit change when your youngest qualifying child turns five. The standard tier allows up to 80% of eligible liability, so at least 20% remains payable under standard CTR, subject to other discounts and any separate Section 13A relief.

A couple on Universal Credit with a four-year-old paying nothing toward a Band A bill of about £1,300 would face roughly £260 per year once that child turns five, before any other discounts. Section 13A hardship relief may be available in an individual case.

Capital and Savings Limits

Your savings and investments count against you. Wigan uses two thresholds:

  • Under £6,000: Fully ignored — your savings don't affect the calculation at all.
  • Capital between £6,000 and the relevant limit: It is taken into account as weekly tariff income; check Wigan's current calculation for the amount.
  • £12,000 or above (standard) / £16,000 or above (protected): No working-age entitlement under the relevant tier.

Capital includes bank balances, ISAs, premium bonds, shares, and money in PayPal or digital bank accounts. It does not include the home you live in or personal possessions.

Who Cannot Claim

Some people are excluded automatically:

  • Persons subject to immigration control under Section 115 of the Immigration and Asylum Act 1999
  • People without habitual residence in the Common Travel Area
  • Full-time students (unless they meet specific exemption criteria)

Being on a low income does not guarantee a reduction. The financial assessment compares your household income against statutory living allowances, and capital must sit below the relevant ceiling.

How Wigan CTR Differs from Other Councils

Each English billing authority sets its own working-age rules. Some councils use income-banded grids; Wigan uses a traditional means-tested formula that compares your net weekly income against applicable amounts. Some councils cap at 70% or 75%; Wigan caps at 80%. Some allow backdating; Wigan offers zero backdating for working-age claims.

These differences mean guidance from national websites like GOV.UK only gives you the broad picture. The specific percentages, capital thresholds, and backdating rules are set locally by Wigan Council and re-confirmed each year before 11 March.

What to Do Next

If you think you qualify, gather your evidence — bank statements, wage slips or UC statement, and proof of your youngest child's age if claiming protected status — and apply directly at wigan.gov.uk. For working-age claims, entitlement starts on the exact day Wigan Council receives your claim, not when your income dropped, so applying quickly matters.

For a complete walkthrough of the application process, evidence requirements, and the Section 13A hardship route for the 20% minimum payment, the Wigan Council Tax Reduction guide covers every step.
