Wigan Council Tax Reduction Income Limit: Savings Thresholds and How Much You Get

How Wigan Calculates Your Council Tax Reduction

Wigan Council uses a traditional means test, not an income-banded grid. The calculation compares your net weekly income against a set of statutory living allowances called "applicable amounts." If your income falls below that threshold, you get the maximum reduction for your household tier. If it sits above, a taper percentage reduces your award for every pound of excess income.

There is no single published income limit — the threshold shifts depending on your household composition, whether you have a partner, dependent children, and any disability premiums that apply. Two households earning the same wage can get different results because their applicable amounts differ.

Capital and Savings Rules

This is where Wigan draws hard lines. Your total capital — bank accounts, savings, ISAs, premium bonds, shares, and digital wallets — determines whether you can claim at all:

  • Below £6,000: Fully disregarded. Your savings don't count.
  • Capital between £6,000 and £11,999 (standard working-age): The amount above £6,000 is taken into account as weekly tariff income; check Wigan's current calculation for the rate.
  • £12,000 or above (standard working-age): Automatic disqualification. Zero entitlement regardless of income.
  • Capital between £6,000 and £15,999 (protected working-age households with a child under 5): The amount above £6,000 is taken into account as weekly tariff income, with the higher ceiling.
  • £16,000 or above (protected working-age tier): No entitlement. Pension-age claims follow national rules and the Guarantee Credit exception.

If your savings sit at £11,500, the £5,500 above the £6,000 disregard is considered in the tariff-income calculation and may reduce or eliminate your award.

What Counts as Income

Wigan evaluates different income streams with specific rules:

Earned income: Net pay after tax, National Insurance, and 50% of qualifying pension contributions. Standard earnings disregards apply depending on whether you're single, a couple, or a lone parent.

Universal Credit: The council uses DWP assessment figures sent through automated data feeds. Local rules prevent double-counting of housing or disability elements already addressed by UC.

Self-employment: Assessed on net trading profit (gross income minus allowable business expenses). If your income fluctuates, the council averages it over a representative period — typically 13 to 52 weeks.

War pensions and Armed Forces Compensation: Wigan fully disregards these at 100%, going beyond the £10 national minimum. This was reaffirmed by Cabinet in July 2024.

Benefits that don't count: Child Benefit, Disability Living Allowance, Personal Independence Payment, and Attendance Allowance are all fully disregarded from the income calculation.

Worked Example: What the 80% Cap Actually Costs

Take a single working-age adult on Universal Credit living in a Band A property (annual charge roughly £1,300). After the 25% Single Person Discount, the eligible liability drops to about £975 per year.

The maximum CTR for a standard working-age claim is 80% of that — approximately £780. The remaining £195 per year (around £16 per month) is the mandatory minimum payment, payable even if your income is entirely state benefits.

If the same household had a child aged three, they would be in the protected tier: 100% maximum reduction, and the net bill could be zero.

How to Estimate Your Reduction

Without an official Wigan-specific calculator, the closest approach is to check your applicable amount (based on household size and circumstances), subtract it from your net weekly income, and apply the taper. If your income is at or below the applicable amount, you get the full award for your tier.

Receiving Universal Credit or income-based JSA/ESA, having savings under £6,000, and having no non-dependant adults do not by themselves guarantee the maximum award. Wigan also compares household net income with the applicable amount and applies the relevant income rules and tier cap.
