Wigan Council Tax Reduction for Lone Parents, Carers and Joint Claims

Lone Parents and Single Parents

If you're a single parent in Wigan, two things work in your favour. First, as the only adult in the property, you automatically qualify for the 25% Single Person Discount — this applies before CTR is calculated, reducing the base figure your reduction is assessed against.

Second, if your youngest child is under five, you fall into the protected early-years tier: up to 100% maximum reduction and a £16,000 capital limit. Combined with the Single Person Discount, a lone parent with a toddler on Universal Credit could pay nothing at all toward Council Tax.

The critical date is the youngest child's fifth birthday. On that day, you drop to the standard 80% cap with a £12,000 capital ceiling. For a lone parent in a Band A property with an annual charge of about £1,300, that shift means going from £0 to roughly £195 per year (20% of the bill after the 25% Single Person Discount). Budget for it before the birthday.

If the youngest child's birthday falls mid-year, report the change directly through Wigan Council's "Report a Change" portal and check the revised award and demand notice.

Carers

Do not assume that caring for 35 hours a week automatically creates an earnings disregard for CTR. Ask Wigan Council how it has treated your Carer's Allowance and earnings in the calculation.

More important is the carer disregard for Council Tax purposes. If you provide care for someone who receives the middle or higher rate of Disability Living Allowance care component, the enhanced rate of PIP daily living, or Attendance Allowance, you may be disregarded as an adult for Council Tax discount purposes. This works the same way as the Single Person Discount — if the only other adults in the property are also disregarded (students, severely mentally impaired persons, or other carers), you could receive a 25% or even 50% discount before CTR is calculated.

The carer disregard is a separate discount from Council Tax Reduction. Apply for both. The discount reduces the base bill; CTR reduces what remains.

Joint Claims (Couples)

If you live with a partner, you make a joint CTR claim. The council assesses both your incomes, both your capital holdings, and the combined household circumstances. Both partners' savings count toward the £12,000 or £16,000 capital limit.

The applicable amount — the income threshold below which you receive maximum CTR — is higher for couples than for single people, reflecting the higher living costs of a two-person household. But the additional income from a working partner often offsets this, reducing or eliminating the CTR award.

A common question: what if one partner works and the other doesn't? The means test nets the working partner's earnings against the couple's joint applicable amount. If earnings plus any benefits exceed the threshold, CTR is reduced by a taper percentage on the excess. If the working partner earns significantly above the threshold, the household may get no CTR at all — even though one partner has no income.

Partners Moving In or Out

Changes in household composition must be reported to Wigan Council immediately. If a partner moves in, the council reassesses your claim as a joint claim from the date the partner joins the household. This could reduce your CTR (because joint income is now assessed) or increase it (if the partner brings children under five into the household).

If a partner moves out, report it the same day. You may become eligible for the Single Person Discount and your applicable amount changes to a single-person rate. Delays in reporting can create overpayments that the council adds back to your bill.

The Wigan Council Tax Reduction guide covers household changes in detail, including a change-of-circumstances log to track what you've reported and when.
