Wigan Council Tax 20% Minimum Payment: The 80% Cap Explained
Why You Still Owe 20% Even on Benefits
For working-age households without a resident child under five, Wigan Council caps Council Tax Reduction at 80% of the eligible bill. Even if your income is entirely Universal Credit, JSA, or ESA — with zero earnings — at least 20% of the eligible liability remains payable under the standard scheme. This catches people off guard. For example, a single applicant with a Band A bill may still owe roughly £195 after the Single Person Discount.
The 80% cap is a local policy choice. Other councils set different percentages (some 70%, some 75%, a few still offer 100%). Wigan has maintained 80% since localising the scheme in 2013, re-confirming it each year.
What the 20% Actually Costs
The mandatory minimum payment depends on your property's Council Tax band and any discounts applied before CTR:
For a single adult (25% Single Person Discount applied first):
- Band A (~£1,300 annual charge): After SPD = ~£975. Your 20% = roughly £195/year or £16/month.
- Band B (~£1,500): After SPD = ~£1,125. Your 20% = roughly £225/year or £19/month.
- Band D (~£1,950): After SPD = ~£1,462. Your 20% = roughly £292/year or £24/month.
For a couple (no Single Person Discount):
- Band A: 20% of ~£1,300 = roughly £260/year or £22/month.
These are estimates using typical Wigan charges. Your actual figure depends on the parish precept and any other discounts. The key point: the sum is unavoidable under standard CTR rules.
The Child Under 5 Exception
Among working-age households, one group escapes the 80% cap entirely. If you or your partner are responsible for a child under five living with you, Wigan places you in the "protected early-years" tier. That means:
- Maximum reduction: 100% (the full bill can be wiped)
- Capital limit: £16,000 instead of £12,000
- Your minimum payment can be £0
This protection applies while the qualifying child is under five. On the child's fifth birthday, the household moves to the standard working-age tier: a maximum 80% reduction and a £12,000 capital limit. At least 20% of eligible liability remains payable under the standard scheme, subject to other discounts and any separate Section 13A relief.

What Happens When Your Child Turns 5
The child's fifth birthday is a reportable change. Notify Wigan Council directly through its "Report a Change" portal so it can reassess your award.
On the day the youngest child turns five:
- Your maximum CTR drops from 100% to 80%
- Your capital limit drops from £16,000 to £12,000
- If your savings were between £12,000 and £16,000, you lose eligibility entirely
- Check the revised demand notice for the new balance
If this creates genuine hardship, apply for a Section 13A discretionary reduction to cover the 20%.
Self-Employed Income
Wigan assesses self-employed applicants on net trading profit, with fluctuating income averaged over a representative period, typically 13 to 52 weeks. Do not assume that the Universal Credit minimum income floor or its start-up exemption automatically applies to a Wigan CTR calculation.
How to Handle the 20%
You have three options:
- Pay it. Ask Wigan Council to spread payments over 12 months instead of the default 10, reducing each instalment.
- Apply for Section 13A hardship relief. If you genuinely cannot afford the 20%, Wigan's discretionary scheme can reduce or clear the balance. You'll need two months of bank statements and evidence that you've taken steps to maximise your income.
- Check for other discounts. A Disabled Band Reduction moves your charge down one band. Severe Mental Impairment disregard can give a full exemption. The Single Person Discount applies if you're the only countable adult. These all reduce the base figure before CTR is calculated, shrinking the 20%.
