How to Backdate Council Tax Reduction in Cheshire West and Chester
Backdating Is New for Working-Age Claimants
Before April 2025, Cheshire West and Chester did not allow any backdating for working-age Council Tax Reduction claims. If you applied late, you lost every week of support between when you became eligible and when your claim was received. That rule has changed.
Working-age claimants can now request that their award be backdated by up to three months from the date they apply. But it is not automatic — you must pass a "good cause" test.
What Good Cause Means
The council needs to see that you had a genuine, continuous reason for not applying sooner, covering the entire period you want backdated. Acceptable reasons typically include:
- Serious illness or hospitalisation that physically prevented you from applying
- Bereavement that affected your ability to deal with administrative tasks
- Administrative failure by an official body — for example, incorrect advice from the DWP or another agency that led you to believe you did not need to claim separately
- Language or literacy barriers that made the online portal inaccessible without support
The key word is "continuous." If you want three months backdated, you need to show that the reason applied for all three months — not just the last two weeks. A week-long hospital stay does not automatically justify three months of delay.
How to Request It
Include the backdating request when you submit your claim through the online portal. There is a section where you can explain why you did not apply earlier. If the form does not give you enough space, submit a written statement as a separate document upload.
Be specific. "I was unwell" is weaker than "I was admitted to the Countess of Chester Hospital on [date] and discharged on [date], during which time I was unable to manage administrative tasks." Attach supporting evidence:
- A doctor's note or hospital discharge letter
- Bereavement documentation
- A letter from an advice agency or DWP confirming administrative delay

Pension-Age Backdating Is Simpler
Pension-age claimants get automatic backdating of up to three months with no good cause requirement. If you reached State Pension age during the backdating window and were eligible throughout, the council simply applies the reduction from three months before your claim date.
What Backdating Is Worth
Three months of backdated reduction can represent meaningful money. Using a Band C Chester bill of £1,920 as an illustration, a maximum 75% award for three months would be about £360 before any other adjustments. That amount goes directly to reducing any arrears on your account or lowering future instalments.
If the council refuses your backdating request, you can challenge it through the internal review process. The Cheshire West Council Tax Reduction guide includes a structured backdating evidence log to help you build the strongest possible case.
