Sandwell Council Tax Reduction Documents — What Evidence You Need
Why Evidence Matters More Than the Application
Sandwell Council aims to process Council Tax Reduction claims within 20 working days. That clock starts when all required evidence is received — not when you submit the application form. If you launch the online form without documents ready, you'll complete a 30-to-60-minute application and then wait indefinitely while the council chases missing evidence.
Gathering everything first is the single biggest thing you can do to speed up your claim.
Identity and Address
You and your partner both need identity verification. Accepted documents:
- Valid passport
- UK driving licence
- Birth certificate
- Deed poll certificate (if applicable)
If none of these are available, a statutory declaration supported by official DWP identity confirmation can substitute.
For address proof, bring one of:
- A recent utility bill (gas, electric, or water)
- Your tenancy agreement
- A mortgage statement
The council can also cross-check your address against its housing records or the electoral register.
Income Evidence
If employed: Five consecutive weekly payslips or two consecutive monthly payslips. A P60 is also accepted. If you can't get payslips from your employer, ask them to complete an SMBC Employer Evidence Form — the council provides the template.
If self-employed: Audited accounts, a profit and loss statement, or your HMRC self-assessment tax return. Alternatively, complete the standard SMBC Self-Employed Trading Statement form. After 12 months of self-employment, the council may apply a Minimum Income Floor.
If on Universal Credit: A complete digital UC statement showing the breakdown of every element — standard allowance, housing costs, child elements, disability elements. Screenshot the full statement from your UC journal, not just the payment total. The council needs the element-level detail to adjust certain components in the local income calculation.
National Insurance number: Required for you and your partner. Acceptable sources include DWP benefit letters, P60, P45, or payslips showing your NI number.

Capital and Savings
If your total capital (yours and your partner's combined) exceeds £1,000, you must provide two full consecutive months of bank statements for every account you hold. That means every current account, savings account, ISA, and credit union account — from every bank.
Sandwell also accepts electronic open-banking statement uploads through the MySandwell portal, which can be faster than scanning paper statements.
Don't hide accounts. The council has access to data-matching systems and will query discrepancies. A delayed disclosure stalls your claim; a deliberate omission can trigger fraud investigation.
Uploading Your Documents
Once you've submitted the application through sandwell.gov.uk/claimctr or the MySandwell portal, upload your documents through the portal's document upload module. You have 14 days to complete the upload before the claim risks being marked incomplete.
Photos of documents are accepted as long as all text is legible. Crop out personal items in the background but don't crop the document itself — the council needs to see full pages.
Third Party Authorisation
If you're completing the application on behalf of someone else — an elderly parent, a disabled relative, a friend who isn't digitally confident — Sandwell requires a formal Third Party Authorisation Form before they'll discuss the claim with you. Without this, the council will only speak to the named applicant.
Submit the authorisation form alongside the main application. It doesn't need to be notarised, but it must be signed by the applicant.
