Sandwell Council Tax Reduction Application Form — Where and How to Claim

The Online Route: MySandwell Portal

The primary way to apply for Council Tax Reduction in Sandwell is online at www.sandwell.gov.uk/claimctr. This takes you to the council's application form, which you can also access through the MySandwell customer portal at my.sandwell.gov.uk.

Registering a MySandwell account is worth doing first. Once logged in, you can track your application status, view your Council Tax balance under the "My Accounts" section, and upload supporting documents electronically — which is faster than posting them and avoids the risk of originals going missing.

The online form itself takes 30 to 60 minutes to complete. It asks for household details, income, capital, and benefit information. The form lists required evidence at the end, so have your documents ready before you start: two full consecutive months of bank statements if your total capital exceeds £1,000, recent payslips (five consecutive weekly or two consecutive monthly), your Universal Credit digital statement, and proof of identity and address.

If you start the form and realise you're missing a document, you can save your progress through MySandwell and come back. Under the standard rule, your claim starts on the Monday after the council receives the completed form, not when you started it — delay in submitting can cost you money.

Phone Application Support

If you can't apply online, call the Sandwell Revenues, Benefits, and Welfare Rights helpline on 0121 569 7474. The line is open Monday, Tuesday, Thursday, and Friday from 8:45am to 5pm, and Wednesday from 9am to 5pm. Staff can provide application support and claim guidance over the phone and tell you what evidence to send.

Call wait times can be long — public accounts on local forums describe hold times over an hour during busy periods. If you can manage the online form, it's the faster route.

Postal Claims

Sandwell doesn't prominently advertise a paper application form, but you can request one by calling the helpline. The postal address for Council Tax forms and supporting documents is:

Sandwell MBC (Council Tax), PO Box 10597, Nottingham, NG6 6DQ

If you're posting evidence documents, send copies rather than originals. The council can verify most information electronically through DWP and HMRC data-sharing, but they may still need physical documents for self-employment income or unusual capital situations.

In-Person Help Through Citizens Advice

Citizens Advice Sandwell & Walsall offers free, in-person support with CTR applications at several locations across the borough:

  • Oldbury Municipal Buildings (B69 2AB)
  • Smethwick Library (B66 1AA)
  • Wednesbury Library (WS10 9EH)
  • Tipton Jubilee Centre (DY4 0RJ)

You can book by calling 0121 726 3408 or emailing [email protected]. Demand is high and there's often a waiting list, so book as early as possible.

Citizens Advice staff can help you fill in the form, check you have the right evidence, and identify other discounts you might be entitled to (single person discount, disabled band reduction, or severe mental impairment exemption). They can also help with Universal Credit Help to Claim on 0800 144 8444.

Protecting Your Claim Start Date

Your CTR entitlement normally starts on the Monday after the council receives your completed application. But if you contact the council first to say you intend to claim, and then submit the full form within one month of that initial contact, the start date moves back to the Monday after your first contact.

This matters if you're still gathering evidence. Ring the helpline, say you want to claim CTR, note the date, then take up to a month to assemble everything. Your entitlement backdates to the week after that first call.

If you're also making a new Universal Credit claim, the CTR start date can align with the UC start date — provided you submit the CTR application within one month of the UC claim.

Our Sandwell Council Tax Reduction guide includes a pre-application document checklist that lists exactly what you need before starting the form, so nothing stalls the 20-working-day processing clock.
