Sandwell Council Tax Reduction Backdating — How to Claim for Past Months
Backdating Rules for Working-Age Claimants
If you qualified for Council Tax Reduction in Sandwell but didn't apply at the time, you can ask the council to backdate your award. For working-age applicants, the maximum backdating period is six months from the date the council receives your request.
This isn't automatic. Complete the backdated-claims section of the application form, state the date you want the claim to start, and explain why you did not apply at the time. You must demonstrate continuous "good cause" for the entire period you're asking to be covered.
Pension-age claimants have it easier — they get up to three months' automatic backdating without needing to prove anything.
What Counts as Good Cause
Sandwell assesses good cause on an individual basis, but the accepted reasons follow a pattern:
- Serious illness or hospitalisation — you were physically or mentally unable to make the claim
- Bereavement — a death in the household that consumed your capacity to deal with admin
- Severe personal crisis — domestic violence, homelessness, or similar upheaval
- Misdirection by an official body — you were told by the DWP, council, or an advice agency that you didn't need to apply separately
What doesn't count: "I didn't know about it" is not good cause on its own, though being actively misdirected by an authority can be. Neither is "I was busy" or "I forgot." The council interprets the test strictly.
How to Make the Request
Submit a backdating request through the MySandwell portal or in writing to the Revenues and Benefits Division. The request should state:
- The exact period you want backdated
- The specific reason you couldn't apply at the time
- Why the reason continued throughout the entire requested period
Supporting evidence strengthens your case significantly. A GP letter confirming hospital dates, a death certificate, or a record of the misdirection you received all help. Without documentation, the council has discretion to reject.

Timing Matters
Your CTR normally starts on the Monday following the week in which the council receives your application. If you notify the council of your intention to claim and then submit a completed form within one month, the start date moves back to the Monday after your initial contact.
If you're also claiming Universal Credit for the first time, the CTR start date can be aligned with your UC start date — provided you submit the CTR application within one month of the UC claim. This alignment window is critical during managed migration.
If Your Backdating Request Is Refused
You have the right to submit a formal written grievance under Section 16 of the Local Government Finance Act 1992. The council has two months to respond. If they reject it or don't respond, you can appeal to the Valuation Tribunal for England (VTE) within two months of the response (or four months from the original grievance if no response comes).
The VTE can direct the council to recalculate, but it can't override the scheme rules themselves.
Protecting Future Entitlement
The strongest protection against needing to backdate is applying immediately. If you've just started Universal Credit, had a drop in income, or moved into Sandwell, file the CTR application the same day at sandwell.gov.uk/claimctr. Every week you delay is a week of support you may not recover.
