Sandwell Council Tax Reduction Eligibility — Who Qualifies and How to Check

Who Can Claim Council Tax Reduction in Sandwell?

Sandwell Metropolitan Borough Council runs its own local Council Tax Reduction (CTR) scheme for working-age residents. If you're between 18 and State Pension Credit age, live in Sandwell as your sole or main residence, and pay Council Tax on the property, you can apply.

Three conditions disqualify you outright. Your capital (savings, investments, shares — not your home or personal belongings) must be no more than £3,000, unless you fall into a protected category. You must be legally resident in the UK with a qualifying right to reside. And you cannot be subject to immigration control with a "No Recourse to Public Funds" condition.

If you're pension age, a separate national scheme applies with more generous rules — a £16,000 capital limit and potential awards up to 100%.

The Income Test: Sandwell's Banded Grid

Sandwell doesn't use a complicated taper formula. Instead, your household's total net weekly income slots into a band that determines your discount percentage. For a single person in 2026/27, earn under £98.05 per week and you qualify for the maximum discount. Between £98.06 and £218.05, you get a partial reduction (90%, 75%, 50%, or 25%). Above £218.05, you're ineligible.

The thresholds rise with household size. A couple with two or more children qualifies for the full discount up to £349.90 per week — nearly four times the single-person ceiling.

Disability benefits (PIP, DLA, Attendance Allowance) and Child Benefit are fully disregarded when calculating your net income. War Disablement Pensions, War Widow's Pensions, and payments under the Armed Forces Compensation Scheme also receive a 100% local income disregard.

Capital and Savings: The £3,000 Ceiling

This catches people off guard. Before April 2025, the capital limit was £16,000. Sandwell dropped it to £3,000 for working-age claimants as part of a package of cost-saving reforms.

Your main home, personal belongings, and pension funds are excluded. Bank accounts, ISAs, shares, and second properties count toward the total; second properties are assessed at current market value less allowable legal expenses. If you and your partner hold more than £3,000 combined, you're shut out regardless of income — unless you fall into a protected category.

Employment Doesn't Disqualify You

A common misconception: you don't need to be unemployed to claim. Sandwell's scheme explicitly covers low-paid workers, part-time employees, and people on zero-hours contracts. If your weekly earnings fall within the income bands, you qualify for a partial or full reduction.

Self-employed applicants are assessed on net profit from their accounts or tax returns. After 12 months of self-employment, Sandwell may apply a Minimum Income Floor based on national minimum wage hours.

What About Mixed-Age Couples?

If one partner is working-age and the other is pension age, you're assessed under working-age rules when the couple receives Universal Credit. Only couples who maintained continuous entitlement to State Pension Credit under transitional provisions get assessed under the more generous pension-age scheme.

How to Check Your Eligibility

Sandwell provides a free online benefit calculator at sandwell.gov.uk, and independent tools like Turn2us and Entitledto offer estimates. These calculators give a rough figure — only the council's formal assessment is binding.

For a structured walkthrough of the evidence you need and exactly how the income bands apply to your household, our Sandwell Council Tax Reduction guide breaks the process into steps.
