Onkaparinga Council Rates Help
Rates Help for Onkaparinga Pensioners
The City of Onkaparinga is one of South Australia's largest councils by population, covering suburbs from Morphett Vale and Reynella through to McLaren Vale and Willunga. If you're a pensioner or older homeowner in the Onkaparinga area, three layers of rates help are available — two through the state government and one through the council itself.
Onkaparinga does not offer a direct pensioner rates rebate like the City of Adelaide's $100 discretionary credit. Your primary rates relief comes from the state Cost of Living Concession and the statutory Seniors Rates Postponement, supplemented by Onkaparinga's own hardship and rate capping policies.
State Concessions (ConcessionsSA)
Regardless of which council area you live in, SA pensioners apply through ConcessionsSA for the household concessions package:
- Cost of Living Concession: $270.60 paid directly to your bank account (August–December)
- Energy bill concession: up to $291.27 a year, usually credited to your electricity bill
- Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
- ESL remission: up to $46
Apply once at sa.gov.au/concessions by 31 December each year. These concessions are state-funded and have nothing to do with Onkaparinga's council office — they go straight to your bank or your utility bill.
Seniors Rates Postponement
If you hold an SA Seniors Card and own your principal place of residence, you can postpone all Onkaparinga council rates above $500 per year. This is a statutory right under Section 182A of the Local Government Act — Onkaparinga cannot refuse it if you meet the requirements.
You apply directly to Onkaparinga's rates team. The postponed amount accrues compound interest at the prescribed statutory rate and remains a charge against your property until it's sold or transferred.
Before committing, calculate how much the compound interest will cost over the timeframe you expect to stay in the property. If you're planning to sell in a few years, postponement can make sense as a cash-flow tool. If you're staying long-term, the accumulated interest may eat significantly into your equity.

Onkaparinga's Rate Capping and Hardship Policies
Onkaparinga automatically applies a 10% rate cap to eligible residential properties. If it is not shown on your rates notice, you can apply to have your eligibility assessed. The cap does not apply to increases caused by significant property improvements, a change in land use, or a change in ownership since 1 July of the previous financial year. If your property valuation has jumped sharply — common in Onkaparinga's southern suburbs where coastal and semi-rural properties are revalued upward — the rate cap can limit the year-on-year increase to a manageable ceiling.
Separately, Onkaparinga maintains a formal hardship policy under Section 182 of the Local Government Act. If you're experiencing financial difficulty, you can apply for:
- Customised payment plans spreading your rates over manageable instalments
- Interest waivers on overdue amounts
- In exceptional cases, partial remission of rates
Contact Onkaparinga's rates department to discuss your situation. They'll typically ask you to demonstrate financial hardship and may recommend you speak to a financial counsellor first.
