Pensioner Rates Help in the City of Holdfast Bay

The City of Holdfast Bay covers Adelaide's western beachside suburbs — Glenelg, Brighton, Somerton Park, Seacliff and Hove. Coastal property values have risen steadily, pushing annual rates bills higher for long-term residents who may have bought decades ago at modest prices. For pensioners on a fixed income, the gap between a rising rates bill and a flat pension creates real pressure.

Holdfast Bay does not offer a council-funded pensioner rates rebate. Your primary rates relief comes through the state ConcessionsSA programs and the statutory Seniors Rates Postponement.

State Concessions Through ConcessionsSA

All SA pensioners and qualifying low-income homeowners apply through one portal:

  • Cost of Living Concession: $270.60 paid to your bank account (August–December)
  • Energy bill concession: up to $291.27 a year
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

Apply at sa.gov.au/concessions by 31 December each year. The COLC arrives as a bank transfer — it won't appear on your Holdfast Bay rates notice. Pensioners who expect a line-item credit on the bill are looking for a system that ended in 2015.

Seniors Rates Postponement

SA Seniors Card holders who own their Holdfast Bay home can postpone all rates above $500 per year under Section 182A of the Local Government Act. Holdfast Bay must grant it if you meet the statutory requirements — there's no discretionary refusal.

Coastal property values in Glenelg and Brighton mean annual rates can sit between $2,500 and $4,500. The postponement defers everything above $500, leaving just $125 per quarter out of pocket. The deferred balance accrues compound interest at the prescribed statutory rate and stays as a charge against the property title until sale or transfer.

Consider the compound interest carefully. If you're planning to downsize from a Holdfast Bay property in a few years, postponement works well as a cash-flow bridge. If you're staying indefinitely, the accumulated interest on a large deferral can erode a meaningful slice of your equity.

Hardship and Payment Plans

Holdfast Bay administers a Section 182 hardship policy. If you're in financial difficulty — whether from rising rates, unexpected expenses, or reduced income — contact the council's rates team to discuss payment plans or interest waivers.

For serious financial difficulty, the National Debt Helpline (1800 007 007) provides free access to accredited financial counsellors who can negotiate directly with the council.

Coastal Property Valuations

The beachside location makes Holdfast Bay properties particularly susceptible to valuation increases driven by buyer demand rather than improvements to your actual property. If your capital value looks inflated, you have 60 days from your first rates notice to lodge a free written objection with the Office of the Valuer-General.

Gather comparable recent sales in your immediate street — not just the suburb generally, as values can vary sharply between beachfront and streets a few blocks inland.
