West Torrens Council Rates Pensioner
Pensioner Rates Help in the City of West Torrens
The City of West Torrens covers a broad stretch of Adelaide's western suburbs — Thebarton, Torrensville, Mile End, Richmond, Cowandilla, Underdale, Lockleys and Henley Beach South. It's a diverse council area with property values ranging from modest older homes near the airport flight path through to premium stock closer to the beach. West Torrens is home to a substantial population of pensioners and older residents on fixed incomes.
West Torrens does not offer a council-funded pensioner rates rebate. Your rates relief comes through the state ConcessionsSA programs and the statutory Seniors Rates Postponement.
State Concessions
Through ConcessionsSA, eligible pensioners and low-income homeowners can claim:
- Cost of Living Concession: $270.60 paid to your bank account between August and December
- Energy bill concession: up to $291.27 a year
- Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
- ESL remission: up to $46
Apply at sa.gov.au/concessions by 31 December each year. One form covers all four concessions. The COLC is a direct bank payment — it doesn't appear as a credit on your West Torrens rates notice.
Seniors Rates Postponement
SA Seniors Card holders who own their West Torrens home can postpone all council rates above $500 per year under Section 182A of the Local Government Act. West Torrens must grant the postponement if you meet the statutory criteria.
The deferred amount accrues compound interest at the prescribed statutory rate and remains a charge against your property title until sale or transfer. For West Torrens properties with moderate rates bills ($1,800 to $3,000), the annual deferral may be smaller than in high-value eastern suburbs councils, but it still provides meaningful cash-flow relief — freeing up pension income for other quarterly bills.

Hardship and Payment Arrangements
West Torrens administers a Section 182 hardship policy. If you're struggling with rates payments, contact the council's rates department to discuss:
- Customised payment plans spreading the balance over manageable instalments
- Interest waivers on overdue amounts
- In exceptional cases, partial remission of rates
For serious financial difficulty, the National Debt Helpline (1800 007 007) offers free counselling. An accredited financial counsellor can negotiate with West Torrens directly and help you assess whether postponement, a payment plan, or hardship remission is the best fit.
Property Valuation Objections
If your West Torrens property valuation has jumped and you think it's wrong, you have 60 days from your first rates notice to lodge a free objection with the Office of the Valuer-General. West Torrens suburbs near the beach have seen the sharpest rises, while properties under the airport flight path tend to be more stable. Choose comparable sales from your immediate area, not the wider suburb.
