Pensioner Rates Help in the City of Prospect

The City of Prospect is a small inner-northern Adelaide council covering Prospect, Nailsworth, Broadview, Sefton Park and Fitzroy. It's one of the smallest metropolitan councils by area but has relatively high property values and rates due to its proximity to the CBD.

Prospect does not offer a council-funded pensioner rates rebate. Your rates relief comes through the state ConcessionsSA programs and the statutory Seniors Rates Postponement.

State Concessions

Through ConcessionsSA, eligible Prospect pensioners and low-income homeowners can claim:

  • Cost of Living Concession: $270.60 paid to your bank account between August and December
  • Energy bill concession: up to $291.27 a year, usually credited to your electricity bill
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

Apply at sa.gov.au/concessions by 31 December each year. The COLC is paid as a bank transfer — it doesn't appear on your Prospect rates notice.

Seniors Rates Postponement

SA Seniors Card holders who own their Prospect home can postpone all rates above $500 per year under Section 182A of the Local Government Act.

Prospect's inner-city location and character housing stock mean property values — and rates — tend to sit above the metropolitan average. For a pensioner whose annual Prospect rates are $2,500 to $3,500, the postponement shelters the large majority of the bill while requiring only $500 per year out of pocket.

The postponed balance accrues compound interest and remains on your property title until the property is sold or transferred. Apply to Prospect's rates team with your SA Seniors Card details.

Hardship and Payment Arrangements

Prospect operates a Section 182 hardship policy for ratepayers in financial difficulty. If you're struggling with rates payments, contact the council's rates department to discuss payment plans or other arrangements.

For serious financial difficulty, the National Debt Helpline (1800 007 007) provides free counselling. An accredited counsellor can negotiate with Prospect council on your behalf and help assess whether postponement, a payment plan, or hardship remission is the best option for your situation.

High Valuations in Prospect

Prospect's property values have risen consistently due to the council area's inner-city location and heritage character. If your rates have jumped because of a capital value increase, check the valuation against recent comparable sales in your street. You have 60 days from your first rates notice to lodge a free objection with the Office of the Valuer-General.

A successful objection can lower your rates not just for the current year but for future years as well. In a council area like Prospect where the rate in the dollar amplifies every dollar of valuation, even a modest correction makes a material difference to your annual bill.
