Rates Concessions for Campbelltown Pensioners

The City of Campbelltown covers inner-eastern Adelaide suburbs including Campbelltown, Paradise, Newton, Rostrevor and Athelstone. It's a well-established residential area with a high proportion of long-term homeowners, many of them now retired and on fixed incomes.

Campbelltown does not offer a council-funded pensioner rates rebate. Rates relief for pensioners comes from the state ConcessionsSA programs and the statutory Seniors Rates Postponement, with the council's own hardship policy as a third option.

State Concessions (ConcessionsSA)

Campbelltown pensioners holding an eligible concession card can claim the full state package:

  • Cost of Living Concession: $270.60 per year, paid directly to your bank account
  • Energy bill concession: up to $291.27 per year, usually credited to your electricity bill
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

One application at sa.gov.au/concessions covers all four. The deadline is 31 December each year for new applicants. Existing recipients renew automatically.

Seniors Rates Postponement

SA Seniors Card holders who own their Campbelltown home can defer all rates above $500 per year. This is a statutory right under Section 182A — the council has no discretion to refuse it if you meet the requirements.

Campbelltown's inner-eastern location means property values tend to be mid-to-high range for metropolitan Adelaide. Higher capital values produce higher rates, which means the postponement can shelter a meaningful portion of your annual bill.

Postponed rates accrue compound interest and remain as a charge on the property until sale or transfer. Apply directly to Campbelltown council's rates department.

Hardship Relief

Under Section 182, Campbelltown can offer payment plans and, in exceptional cases, partial remission of rates for ratepayers demonstrating financial hardship. This is available to all ratepayers regardless of concession card status.

Contact Campbelltown's rates team to discuss your situation. For serious financial difficulty, the National Debt Helpline (1800 007 007) offers free counselling and can negotiate with the council on your behalf.

Practical Steps

  1. Check ConcessionsSA first — if you haven't applied, you may be missing the $270.60 COLC and up to $1,050 in energy, water, sewerage and ESL concessions
  2. Review your property valuation — Campbelltown properties are revalued annually by the Valuer-General. If your capital value seems high, you have 60 days from your first rates notice to object
  3. Consider postponement — if your annual rates exceed $500 and you hold an SA Seniors Card, the statutory postponement is available
