Pensioner Rates Help in the City of Burnside

The City of Burnside covers Adelaide's eastern suburbs — Burnside, Toorak Gardens, Glen Osmond, Beaumont, Stonyfell and Waterfall Gully. It's one of the highest-valued residential council areas in South Australia, which means annual rates bills often run well above the metro average. For pensioners on a fixed income, those bills can absorb a significant share of the quarterly budget.

Burnside does not offer a council-funded pensioner rates rebate like the City of Adelaide's $100 discretionary credit for eligible PCC holders. Your primary rates relief comes through the state ConcessionsSA programs and the statutory Seniors Rates Postponement.

State Concessions Through ConcessionsSA

Regardless of which council area you live in, SA pensioners and low-income homeowners apply through one portal for the full household concessions package:

  • Cost of Living Concession: $270.60 paid directly to your bank account between August and December
  • Energy bill concession: up to $291.27 a year, credited to your electricity bill
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

Apply at sa.gov.au/concessions by 31 December each year. The COLC arrives as a bank transfer marked "SA GOV COLC" — it doesn't appear on your Burnside rates notice, which confuses pensioners who expect a line-item credit. That direct council rates credit was abolished in 2015 when the state switched to the cash COLC payment.

Seniors Rates Postponement

SA Seniors Card holders who own their Burnside home can postpone all council rates above $500 per year. This is a statutory right under Section 182A of the Local Government Act — Burnside cannot refuse it if you meet the requirements.

In a high-value council area like Burnside, postponement can shelter a substantial portion of your rates. If your annual bill is $4,000, you pay $500 out of pocket and defer the remaining $3,500. The postponed amount accrues compound interest at the prescribed statutory rate (Cash Advance Debenture Rate plus 1%) and remains a charge on your property title until it's sold or transferred.

Before committing, run the numbers on how compound interest accumulates over your expected timeframe. If you're planning to stay in the property long-term, the interest bill can grow meaningfully — particularly on Burnside's larger deferrals. Apply directly to Burnside's rates team with your SA Seniors Card details.

Property Valuations and Objections

Burnside properties regularly see significant capital value increases as Adelaide's eastern suburbs remain in strong demand. Since council rates are calculated by multiplying your capital value by the rate in the dollar, a valuation jump translates directly into a higher bill.

If your capital value looks wrong, check it against recent comparable sales in your street. You have 60 days from the date of your first rates notice to lodge a free written objection with the Office of the Valuer-General. A successful objection reduces your rates for the current year and resets the base for future years — worth doing in a council area where Burnside's rate in the dollar amplifies every dollar of valuation.

Hardship Assistance

Burnside administers a Section 182 hardship policy for ratepayers in financial difficulty. Contact the council's rates department to discuss payment plans, interest waivers, or other arrangements. For serious difficulty, the National Debt Helpline (1800 007 007) connects you to a free accredited financial counsellor who can negotiate with the council on your behalf.
