Unley Council Rates Pensioner Rebate
Pensioner Rates Help in the City of Unley
The City of Unley sits just south of Adelaide's CBD, covering Unley, Parkside, Goodwood, Millswood, Wayville and Hyde Park. It's a compact council area with heritage character homes and consistently high property values — which pushes rates well above the state average.
When Unley pensioners search for a "rates rebate," they're often looking for the old direct council rates concession that appeared on the bill. That credit was abolished statewide on 1 July 2015 and replaced by the Cost of Living Concession, a cash payment to your bank account. Unley also offers a council-specific discretionary rates rebate with its own income ceilings, as well as hardship provisions.
State Concessions Through ConcessionsSA
SA pensioners and qualifying low-income homeowners apply once through ConcessionsSA for the full package:
- Cost of Living Concession: $270.60 paid directly to your bank account (August–December)
- Energy bill concession: up to $291.27 a year
- Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
- ESL remission: up to $46
Apply at sa.gov.au/concessions by 31 December each year. One application covers all four concessions. The COLC payment is separate from your rates — it arrives as a bank transfer, not a credit on your Unley rates notice.
Seniors Rates Postponement
SA Seniors Card holders who own their Unley home can postpone all council rates above $500 per year under Section 182A of the Local Government Act. This is a statutory entitlement — Unley must grant it if you qualify.
Unley's high property values mean annual rates bills often sit between $3,000 and $5,000. The postponement can shelter most of that bill while requiring only $500 a year out of pocket. The deferred balance accrues compound interest at the prescribed statutory rate and remains a charge against your property until sale or transfer.
For self-funded retirees holding a Commonwealth Seniors Health Card (CSHC), note that the CSHC alone doesn't qualify you for the seniors postponement — you need an SA Seniors Card specifically. State COLC and water concessions have their own eligibility criteria; Unley's local discretionary rebate has separate income ceilings of $51,500 single / $82,400 couple.

Hardship and Payment Plans
Unley operates a Section 182 hardship policy. If you're in financial difficulty, contact the rates department to discuss customised payment arrangements, interest waivers, or hardship remission. The council will typically ask about your financial position and may suggest you speak to a financial counsellor first.
The National Debt Helpline (1800 007 007) offers free counselling. An accredited counsellor has the standing to negotiate directly with Unley on interest waivers and payment restructuring.
Challenging Your Property Valuation
If your Unley rates have jumped because of a capital value increase, you have 60 days from your first rates notice to lodge a free objection with the Office of the Valuer-General. Gather two or three comparable recent sales in your street and submit a written objection. A successful correction reduces your rates for the current year and future years.
