City of Adelaide Pensioner Rates Rebate

The $100 Discretionary Rebate

The City of Adelaide is one of the few SA councils that offers a direct pensioner rate rebate funded from its own budget. Eligible ratepayer-occupiers who hold a Pensioner Concession Card and receive the state Cost of Living Concession (COLC) can claim a discretionary $100 rebate on their annual council rates.

This rebate is separate from, and additional to, the state COLC payment ($270.60 for 2026/27). It's applied as a credit on your City of Adelaide rates notice, not paid into your bank account.

Who Qualifies

To receive the $100 rebate, you must:

  1. Be an owner-occupier of a residential property within the City of Adelaide
  2. Hold an eligible Pensioner Concession Card and qualify for the Cost of Living Concession through ConcessionsSA
  3. Have the property as your principal place of residence as of 1 July of the relevant financial year

Apply through the City of Adelaide customer portal. If the rebate isn't showing on your rates notice after applying, contact the rates team at [email protected] to confirm your eligibility.

How It Stacks With Other Concessions

A City of Adelaide pensioner claiming everything available can access the following in 2026/27:

  • Cost of Living Concession: $270.60 (state, paid to bank)
  • City of Adelaide pensioner rebate: $100 (council, credited on rates notice)
  • Water concession: $304.12–$484.80 (state, credited on SA Water bill)
  • Sewerage concession: up to $228.12 (state, credited on SA Water bill)
  • ESL remission: up to $46 (state, credited on ESL assessment)
  • Seniors rates postponement: defer all rates above $500/year (if you hold an SA Seniors Card)

The total concession package for an eligible homeowner-occupier ranges from $948.84 to $1,129.52 per year — among the highest in SA, thanks to the council's discretionary rebate on top of the standard state package.

Other Adelaide Metro Council Policies

Most other metropolitan Adelaide councils do not offer an equivalent direct rebate. Here's how some of the larger councils compare:

City of Onkaparinga: No direct pensioner rebate, but offers rate capping relief for properties experiencing increases above 10–15%. Has a formal hardship policy with flexible payment plans.

City of Salisbury: No direct rebate. Publishes a compound interest rate of 6.85% for the seniors rates postponement. Offers flexible payment arrangements and interest waivers for ratepayers in hardship.

City of Playford: No direct rebate. Directs pensioners to the state COLC and seniors postponement.

City of Marion: No direct rebate. Standard Section 182 hardship policy.

City of Charles Sturt: No direct rebate. Payment arrangement options for ratepayers in difficulty.

City of Unley: Self-funded retirees holding a Commonwealth Seniors Health Card may qualify for a council-specific income-tested concession, with income ceilings of $51,500 (single) or $82,400 (couple). This is a rare provision not offered by most SA councils.

The City of Adelaide's $100 rebate is a local policy decision, not a state requirement. It could change in a future council budget cycle, so check the current financial year's rates resolution if you're relying on it.

Minimum Rate in the City of Adelaide

The City of Adelaide sets a minimum rate of $415 for 2026/27. It calculates general rates using annual value, so if your calculated general rate falls below $415, you pay the minimum instead. This floor applies before any rebates or concessions — the $100 pensioner rebate is deducted from whatever your final rate assessment is.
