Port Adelaide Enfield Council Rates Help
Rates Help in Port Adelaide Enfield
The City of Port Adelaide Enfield is one of Adelaide's largest metropolitan councils by population, spanning from the Port Adelaide waterfront through Enfield, Clearview, Kilburn, Prospect East and up to Greenacres. The council area contains a wide mix of property values, from modest inner-suburban homes to redeveloped waterfront properties.
Port Adelaide Enfield does not offer its own direct pensioner rates rebate. Rates help comes from the state ConcessionsSA programs, the statutory Seniors Rates Postponement, and the council's own hardship policy.
State Concessions
Every eligible pensioner in the Port Adelaide Enfield area can claim through ConcessionsSA:
- Cost of Living Concession: $270.60 paid to your bank account between August and December
- Energy bill concession: up to $291.27 a year, usually credited to your electricity bill
- Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
- ESL remission: up to $46
Apply at sa.gov.au/concessions by 31 December. The COLC replaced the old direct council rate concession in 2015 — it's now a bank transfer, not a line on your rates notice. If you're a long-term Port Adelaide Enfield ratepayer who remembers the old rebate and wonders where it went, this is the replacement.
Seniors Rates Postponement
SA Seniors Card holders who own their home in Port Adelaide Enfield can postpone all rates above $500 per year under Section 182A. The council must grant this — it's a statutory entitlement, not a discretionary program.
Port Adelaide Enfield has seen significant property value growth in the waterfront and inner areas, pushing rates higher for long-term residents whose properties have been revalued upward. For pensioners in those pockets, the postponement can shelter a larger-than-average portion of the annual bill.
The postponed balance accrues compound interest at the statutory prescribed rate and remains a charge on the property title. Apply to Port Adelaide Enfield's rates team with your SA Seniors Card.

Hardship Relief
Port Adelaide Enfield offers Section 182 hardship assistance for ratepayers in financial difficulty. The council can arrange payment plans and may waive interest on overdue amounts. In serious cases, partial remission of rates is possible, though this is rare and typically requires a formal financial counselling assessment.
The council area includes suburbs with higher levels of financial disadvantage, and the rates team handles hardship requests regularly. If you're struggling with rates payments, contact Port Adelaide Enfield's rates department early — before debts accumulate — to discuss your options.
Free financial counselling is available through the National Debt Helpline (1800 007 007).
Mixed-Use Properties
Port Adelaide Enfield's council area includes properties with mixed residential and commercial use, particularly in the Port Adelaide precinct. If your property has a mixed-use classification, your general rates are calculated using the commercial rate in the dollar, which is higher than the residential rate. If you've converted a formerly commercial property to purely residential use, check that the council's land-use classification has been updated — an outdated classification means you're overpaying.
