Rates Help in the City of Charles Sturt

The City of Charles Sturt covers Adelaide's inner-western suburbs — Hindmarsh, Findon, Henley Beach, West Lakes, Seaton and Woodville among them. It's a mix of established older housing and newer beachside development, with a significant retired population.

Charles Sturt does not offer a council-funded pensioner rates rebate. Your rates relief comes from the state ConcessionsSA programs and the statutory Seniors Rates Postponement, with council payment arrangement options for those in difficulty.

State Concessions

Through ConcessionsSA, eligible cardholders in Charles Sturt can claim:

  • Cost of Living Concession: $270.60 per year, paid to your bank account
  • Energy bill concession: up to $291.27 per year, usually credited to your electricity bill
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

Apply once at sa.gov.au/concessions by 31 December. These are state programs — they work identically regardless of your council area.

Seniors Rates Postponement

SA Seniors Card holders owning their home in Charles Sturt can defer all rates above $500 per year under Section 182A of the Local Government Act. The council must grant this if you meet the statutory requirements.

Western beachside suburbs in the Charles Sturt area have seen strong property value growth, which pushes rates higher. For a Seniors Card holder whose annual rates are $2,500 or more, postponement shelters the bulk of the bill, with only $500 ($125 per quarter) to pay out of pocket.

The postponed amount accrues compound interest and stays on your property title until sale or transfer. Apply to Charles Sturt's rates team directly.

Payment Arrangements

Charles Sturt offers payment arrangement options for ratepayers who find their quarterly instalments difficult to manage. You can contact the rates department to discuss spreading payments differently or arranging a schedule that better matches your income timing.

Under Section 182 of the Local Government Act, the council also has discretionary power to provide hardship relief — including partial remission of rates in exceptional circumstances. This is separate from the statutory postponement and is available to all ratepayers in genuine financial difficulty.

If you're facing serious rates arrears, the National Debt Helpline (1800 007 007) provides free financial counselling. A counsellor can negotiate directly with the council and help structure a manageable repayment plan.

Beachside Property Valuations

If your Charles Sturt property has been revalued sharply upward — common in the beachside suburbs where land values have risen faster than the metropolitan average — check whether the capital value on your rates notice reflects genuine market conditions. The Office of the Valuer-General revalues every SA property annually, and you have 60 days from your first rates notice to lodge a free objection with comparable sales evidence.
