Pensioner Council Rates Concession in South Australia: What Actually Exists

The Concession That Disappeared From Your Rate Notice

If you are searching for a pensioner council rates concession in South Australia, the short answer is that the direct council rate concession no longer exists. South Australia formally abolished it on 1 July 2015.

Before that date, eligible pensioners received a credit of up to $190 on their annual rate notice, co-funded by the state treasury. That line item was removed entirely and replaced by the Cost of Living Concession (COLC) — a cash payment of $270.60 (2026–27) deposited directly into your bank account by ConcessionsSA via EFT.

Your rate notice will not show any state-funded concession. This is not an error. The concession still exists — it just arrives through a completely different channel.

What Pensioner Rates Relief Actually Looks Like in SA

Although the old statewide line-item council rates rebate no longer exists, SA pensioners have access to several distinct programs that collectively reduce the financial burden of rates and property charges:

State-administered (ConcessionsSA):

  • Cost of Living Concession: $270.60 annual cash payment via EFT
  • Water rate concession: Up to $484.80 per year applied to your SA Water bill
  • Sewerage rate concession: Up to $228.12 per year on your quarterly bill
  • Emergency Services Levy remission: Up to $46 reduction on your annual ESL

Council-administered:

  • Seniors Rates Postponement (Section 182A): Defer all rates above $500/year (requires SA Seniors Card)
  • Hardship remission (Section 182): Discretionary waiver or deferral for genuine hardship
  • Council-specific rebates: Some councils offer their own top-ups — the City of Adelaide, for example, provides a discretionary $100 pensioner rate rebate

Which Card Qualifies You for What

Not all concession cards are equal in SA:

A Pensioner Concession Card qualifies you for the COLC, water, sewerage and ESL concessions — but not for rates postponement. Rates postponement requires an SA Seniors Card, which is a separate credential.

Many pensioners hold both cards, which gives access to the full suite. If you hold only a PCC, you are missing out on postponement. If you hold only a Seniors Card, you are missing out on the ConcessionsSA cash payments.

The Biggest Misconception

The most common belief is that your Pensioner Concession Card should automatically produce a discount on your council rate notice. It does not and cannot — not because you are ineligible, but because the mechanism changed in 2015 and the concession now arrives as a separate bank deposit months after your rate notice.

If you have been paying your full rate bill each quarter believing you receive no assistance, check your bank statements between August and December for a deposit labelled SA GOV COLC or DHS Controlled. If it is not there, you may never have applied.
