Pensioner Rates Help in the District Council of Mount Barker

The District Council of Mount Barker covers one of South Australia's fastest-growing regional areas, about 35 kilometres southeast of Adelaide in the Adelaide Hills hinterland. Mount Barker, Nairne, Littlehampton and surrounding townships have seen rapid residential development over the past decade, which has pushed property values and rates upward. For pensioners who've lived in the area for years, the rising valuations can feel disconnected from their fixed incomes.

Mount Barker caps increases in general rates for eligible residential principal residences: 4% for pensioners and 12.5% for all ratepayers. Applications for 2026/27 must be received by 31 October. State ConcessionsSA programs and the statutory Seniors Rates Postponement are also available to eligible residents.

State Concessions Through ConcessionsSA

Eligible pensioners and low-income homeowners apply once for the full package:

  • Cost of Living Concession: $270.60 paid directly to your bank account (August–December)
  • Energy bill concession: up to $291.27 a year
  • Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
  • ESL remission: up to $46

Apply at sa.gov.au/concessions by 31 December each year.

Seniors Rates Postponement

SA Seniors Card holders who own their Mount Barker home can postpone all council rates above $500 per year under Section 182A of the Local Government Act. The council must grant it — there's no discretionary refusal.

Mount Barker's growth has pushed property values higher than many comparable regional towns, meaning annual rates may sit between $2,000 and $3,500 for established homes. The postponement defers everything above $500, with the deferred balance accruing compound interest at the prescribed statutory rate. The debt stays as a charge on the property until sale or transfer.

Apply to Mount Barker's rates team with your SA Seniors Card details. If a mortgage is registered, provide a lender statement showing that the mortgage balance plus projected postponed rates will not exceed 50% of the property's Capital Value, and notify the mortgagee.

Growth-Area Valuation Concerns

Mount Barker is unusual among SA councils because new housing developments in the district can drive up the Valuer-General's assessment of older established properties nearby. If your capital value has jumped and you believe it's inflated by new-build comparisons that don't reflect your older property, you have 60 days from your first rates notice to lodge a free objection with the Office of the Valuer-General.

Focus your objection on comparable sales of similar-age, similar-condition properties — not the new estates. The Valuer-General should be assessing what your specific property would sell for, not what a new build down the road fetched.

Hardship Assistance

Mount Barker administers a Section 182 hardship policy. Contact the council's rates team if you're in financial difficulty — they can discuss payment plans, interest waivers, or other arrangements.

For serious difficulty, the National Debt Helpline (1800 007 007) connects you to free accredited counsellors who can negotiate with the council directly.
