Newham Council Tax Reduction Evidence: Documents You Need to Claim
Getting the evidence right is where most Newham Council Tax Reduction claims stall. The council's online application collects your personal details and household information, but it also asks you to upload supporting documents — and an incomplete submission triggers a request letter giving you just one calendar month to provide what is missing. Miss that deadline and your claim date could slip forward, costing you weeks or months of support.
Here is everything Newham requires, broken down by category.
Identity and National Insurance
You need one of:
- Valid UK passport
- Photocard driving licence
- Biometric Residence Permit
Plus official documentation showing your National Insurance number — a DWP letter, a payslip, or your P60.
Council Tax Liability
Your current Newham Council Tax demand notice or a signed tenancy agreement. The demand notice has your 10-digit council tax account number, which you need before you can even start the online application.
If you have just moved to Newham and have not received a demand notice yet, register for council tax online first. The account number is generated once you register.
Bank Statements
This is where the council is most particular. You need the last two consecutive months of complete statements for every open account — current accounts, savings accounts, ISAs, building society accounts, PayPal balances, and cryptocurrency holdings.
"Every account" means all of them, even accounts with small balances. The council uses these to verify your capital is below the £6,000 working-age limit (or £16,000 if you receive qualifying disability benefits). Statements must be complete — not redacted, not screenshots of individual transactions.
For joint accounts, provide the full statement. The council will assess your share of the balance.

Proof of Income
What you need depends on how you earn:
Employed: Five consecutive weekly payslips, three fortnightly payslips, or two monthly payslips. The council uses these to calculate your net earnings after tax, National Insurance, and allowable pension contributions, then applies the earnings disregard (£5 single, £10 couple, £25 lone parent).
Self-employed: Audited profit and loss accounts. If your accounts are not formally audited, prepare a detailed income and expenditure summary with supporting invoices and receipts.
On Universal Credit: A full PDF breakdown of your most recent UC Assessment Period statement from your journal. This must show the standard allowance, any child elements, housing elements, and earned income. The council uses the gross UC entitlement — before DWP deductions for advances or debts — as your countable income.
Other benefits: Award letters for any benefits you receive (Employment and Support Allowance, Jobseeker's Allowance, Income Support, Pension Credit). DLA, PIP, Attendance Allowance, Child Benefit, and child maintenance are all fully disregarded in the income calculation, but the council still needs to see them to complete the assessment.
Non-Dependant Information
If any adults aged 18 or over live in your home (other than your partner), you need proof of their income or benefit status. This is because the council applies a fixed weekly deduction from your CTR award based on each non-dependant's gross earnings.
For each non-dependant, provide:
- Payslips showing gross weekly income (this determines which deduction band applies), or
- Evidence of passported benefit receipt (Income Support, income-based JSA, income-related ESA, or UC with no earnings) — a nil deduction applies in these cases
The 2026/27 schedule's highest deduction is £22.61 per week for a non-dependant in full-time work with gross weekly income of £394 or more. If income evidence is missing, ask Newham how it has calculated the deduction.
Tips for a Clean Submission
Scan or photograph every document before uploading. Newham's portal has been known to have technical issues, and having copies means you can resubmit without starting from scratch.
Submit everything at once if possible. A partial submission can preserve your claim date if you send all requested evidence within one calendar month of the council's formal request. Every back-and-forth adds delay.
Keep a record of what you sent and when. If there is a dispute later about what was provided, your own log is your evidence.
Our Newham Council Tax Reduction guide includes a printable evidence checklist covering every document category above, plus a submission tracking log for recording each upload, phone call, and council response — useful if you need to request backdating and have to demonstrate good cause for any delay.
