Ealing Council Tax Reduction Documents Needed: The Full Evidence List
Why Getting This Right Matters
Ealing Council won't process a Council Tax Reduction claim without verified supporting evidence. If your evidence is incomplete, the claim sits in a queue while the council requests more documents. And because Ealing does not backdate working-age CTR, every week of delay is support permanently lost.
Getting your documents together before you start the online application is the single most practical thing you can do to speed up the process.
The Core Evidence Checklist
Identity and address (at least one from each):
- Passport, driving licence, or birth certificate
- Current utility bill, bank statement, or tenancy agreement showing your Ealing address
National Insurance number:
- Official DWP letter, P60, or any payslip showing your NI number
- Both you and your partner's NI numbers are required
Council tax liability:
- Your current Ealing Council Tax demand notice, or
- Tenancy agreement showing you're liable for council tax at the property
Income — employed:
- Five consecutive weekly payslips, or
- Two monthly payslips
- Both partners' payslips if you're claiming as a couple
Income — self-employed:
- Your most recent self-assessment tax return
- Business accounts showing income and expenses
- If self-employed for less than 12 months, actual net earnings are used. After 12 months, the Minimum Income Floor may apply
Universal Credit:
- Your full UC online statement — the detailed version showing all awarded elements (standard allowance, housing element, LCW/LCWRA, carer element, child element) and net earnings deductions
- The payment summary alone is not enough
Other benefits:
- Award letters for PIP, DLA, Carer's Allowance, ESA, Child Benefit, or any other benefits you receive
Capital and savings:
- Bank statements for every account held by you and your partner, covering the past two full months
- Evidence of any other capital: premium bonds, investments, property valuations
Non-dependant information:
- Proof of income or student status for every other adult living in your home
- This determines whether non-dependant deductions apply and at what rate
How to Submit Evidence
The primary route is uploading through My Account on ealing.gov.uk during or after your application. Accepted formats are .docx, .pdf, .xlsx, .txt, .jpeg, .gif, and .png. The maximum individual file size is 50MB. Zip files are rejected by the council's security filters.
If the portal upload fails, email documents to [email protected]. Your subject line must include your full name, property address, and benefit reference number. Clear photos taken on a phone are accepted as long as all text is legible.

The Bank Statement Question
Bank statements cause the most anxiety. Two months of statements for every account means the council sees your transactions in detail — direct debits, spending habits, incoming payments.
The council is looking for three specific things:
- Your total capital position — does the household exceed £6,000?
- Regular income that might not show on payslips (maintenance payments, rental income, cash deposits)
- Verification that the income you declared matches what flows through your accounts
They're not judging your spending. A coffee subscription or a streaming service won't affect your claim. What matters is undeclared income or capital above the threshold.
If you have accounts at multiple banks, include them all. Omitting an account and having the council discover it later creates an overpayment that gets clawed back through your council tax bill.
Evidence Deadlines
Once you register a claim (or an intention to claim by phone), you have one calendar month to supply all supporting evidence. If you miss this deadline, the council may not honour the original claim date.
Don't let missing one document delay the whole submission. Upload what you have, note what's still coming, and send the remaining items as soon as they arrive. Getting the claim registered with partial evidence is better than waiting for a complete set and losing weeks of backdating-proof coverage.
