Croydon Council Tax Reduction Documents Needed: The Full Evidence List
Missing or incomplete evidence can delay a Croydon Council Tax Reduction application. The council gives applicants one month to upload missing evidence after submitting the form. Here's the evidence list.
Identity and Address
- Proof of identity for you and your partner: passport, photocard driving licence, or national identity card
- Proof of address and liability: your current Council Tax demand notice, tenancy agreement, or an entry from the landlord register
These help prove liability for Council Tax at a Croydon address. If neither your name nor your partner's name is on the bill, check with the council who is liable before applying.
Income Proof
The council needs to verify your weekly net income to place you in the correct band. What you provide depends on your situation:
- Employed: last 5 consecutive weekly payslips, or 2 monthly payslips
- Self-employed: your latest self-assessment records, profit and loss accounts, or trading figures
- Universal Credit: a full UC breakdown statement — not just the payment summary, but the detailed breakdown showing earnings, deductions, and each element
- Other benefits: award letters for ESA, JSA, or any income-related benefit
If you have multiple income sources (part-time work plus UC, for example), you'll need proof for each one.
Savings and Capital
Croydon requires the last 2 full consecutive months of bank statements for every account you hold. That means:
- Current accounts
- Savings accounts
- ISAs
- Building society accounts
- Joint accounts
- Any other account where money sits
Every page, every transaction. Partial statements or ones with gaps get flagged. The council is checking whether your total capital exceeds £8,000 (standard working-age limit) or £16,000 (disabled non-working limit). Capital above the relevant threshold disqualifies you entirely, regardless of income.

Benefit Award Letters
If you receive any of these, upload the award letters:
- Personal Independence Payment (PIP)
- Disability Living Allowance (DLA)
- Employment and Support Allowance (ESA)
- Child Benefit
- Carer's Allowance
These matter because several benefits are fully or partially disregarded when calculating your income band. Without the letters, the council can't apply the disregards and may assess your income higher than it should be.
Non-Dependant Evidence
If any adults aged 18 or older live in your home (besides your partner), you'll need their income proof too — payslips or benefit statements. The council uses this to calculate non-dependant deductions, which reduce your award. A non-dependant earning £24,000+ triggers a £30/week deduction from your CTS.
If a non-dependant refuses to provide their information, the council may apply the highest deduction rate by default.
The One-Month Upload Window
You can submit the application form before you have all your documents. Croydon gives you a one-month window to upload missing evidence without losing your application start date. If you cannot provide the evidence within that window, contact the council to ask what to do next.
The portal doesn't always send a clear confirmation when uploads succeed. Take screenshots of your submission confirmations and save the reference number. If in doubt, email [email protected] to confirm they received everything.
For a printable document checklist you can tick off as you gather evidence, the Croydon Council Tax Reduction guide includes a pre-flight verification matrix covering every document type the council's processing officers look for.
