Newham Council Tax Reduction: The 2026/27 Scheme Explained

Newham's council tax bill jumped 8.99% this year, and at the same time the council cut the maximum Council Tax Reduction for working-age residents from 80% down to 70%. If your bill went up and your support went down, you're not imagining it — both happened on the same day.

What the Newham Council Tax Reduction Scheme Actually Gives You

Council Tax Reduction (CTR) in Newham is a means-tested discount on your council tax bill. It is not a benefit paid into your bank account — it reduces what you owe directly on your council tax account.

For the 2026/27 financial year, working-age residents can receive up to 70% off their council tax liability. That means everyone of working age pays at least 30% of their bill, regardless of income. This is a significant shift from the scheme's earlier years: before 2025 the maximum was 90%, and last year it was 80%.

Pension-age residents are protected by national rules and can still receive up to 100% reduction.

Key Scheme Parameters for 2026/27

The numbers that matter:

  • Maximum support: 70% of your net council tax bill (working age)
  • Minimum payment: 30% of your bill, even if you're on Universal Credit with zero earnings
  • Capital limit: £6,000 for working-age claimants (down from £16,000 pre-2026). Savings above this disqualify you entirely
  • Income taper: 30% — for every £1 your weekly income exceeds your assessed needs, your CTR drops by 30p
  • Disability benefits: PIP, DLA, and Attendance Allowance are fully disregarded as income; the working-age capital limit remains £6,000

How to Claim

Newham requires a separate application for CTR — it is not automatic, even if you receive Universal Credit. You need your 10-digit council tax account number before you can start. If you've just moved to the borough, register for council tax first.

Applications go through the Newham Council portal online. You'll need bank statements for all accounts (two consecutive months), payslips or your latest UC assessment period statement, and ID documents. The council processes the application and adjusts your bill directly.

If you can't use the online portal, contact Newham Council Tax and Benefits at 020 8430 2000 or visit Newham Dockside, 1000 Dockside Road, London E16 2QU.

Who Qualifies

You're eligible if you:

  • Are 18 or older
  • Live in Newham as your main home
  • Are liable for council tax on the property
  • Have capital at or below £6,000 if working age, or £16,000 if pension age (with no capital limit if you receive Guarantee Credit)
  • Are not a full-time student (unless you're a single student parent or disabled student on qualifying benefits)

Care leavers under 25 should not apply for CTR — Newham has a separate 100% relief scheme for care leavers.

What Happens After You Apply

The council assesses your income against your household's Applicable Amount (a measure of your basic financial needs). If your income is at or below that threshold, you get the maximum 70%. If it's above, the 30% taper kicks in, and your award shrinks accordingly.

Non-dependant deductions also apply: if another adult lives with you who isn't your partner, a fixed weekly amount is subtracted from your award based on their income.

You'll receive a decision letter and a revised council tax demand notice showing the adjusted instalments.

When Things Go Wrong

If your decision looks wrong — the income figure doesn't match, a disability premium is missing, or a non-dependant deduction seems too high — you can request an internal review under Section 16 of the Local Government Finance Act 1992. If Newham rejects the grievance, appeal to the Valuation Tribunal for England within two months of the decision letter. If it does not issue a written decision within two calendar months of receiving the grievance, appeal within four months of submitting it. Appeals are free of charge.

Our Newham Council Tax Reduction guide walks through the entire process step by step, from gathering evidence to checking your decision notice and preparing an appeal if needed.

The Bottom Line

Newham's scheme has tightened considerably. The 70% cap and £6,000 savings limit mean the gap between what CTR covers and what you owe is wider than ever. Understanding exactly how the scheme works — the taper calculation, the non-dependant bands, the backdating rules — is the difference between leaving money on the table and claiming everything you're entitled to.
