Newham Council Tax Reduction Calculator: How Much Will You Get?

There's no official Newham CTR calculator that lets you plug in your numbers and get an answer. The council processes your application and tells you the result. But the calculation itself follows a clear formula, and you can work it out yourself before you apply.

The Basic Formula

Council Tax Reduction in Newham is calculated in five steps:

  1. Start with your annual council tax charge for your property's valuation band
  2. Subtract any discounts (e.g., 25% single person discount, disabled band reduction)
  3. Calculate 70% of the result — this is your maximum possible weekly CTR
  4. Run the means test — compare your net weekly income to your Applicable Amount. If income exceeds it, apply the 30% taper
  5. Subtract non-dependant deductions for any other adults in the household

Maximum Awards by Band (2026/27)

These figures assume the single person discount applies. Without it, the maximum is higher because the base bill is higher:

Band Annual Bill With 25% SPD (Weekly) Maximum 70% CTR (Weekly)
A £1,296.15 £18.70 £13.09
B £1,512.18 £21.81 £15.27
C £1,728.20 £24.92 £17.44
D £1,944.23 £28.04 £19.63
E £2,376.28 £34.28 £24.00
F £2,808.33 £40.51 £28.36

Most Newham properties fall in Bands A through D.

A Worked Example

Say you're a lone parent with one child in a Band B property with the single person discount and £240 per week in net earnings:

  • Net council tax: £21.81/week (after single person discount)
  • Maximum CTR: 70% × £21.81 = £15.27/week
  • Earnings disregard: £25/week for a lone parent
  • Countable earnings: £240 − £25 = £215/week; Child Benefit is disregarded
  • Applicable Amount: £185/week
  • Excess income: £215 − £185 = £30/week
  • Taper reduction: 30% × £30 = £9/week
  • Award: £15.27 − £9 = £6.27/week; the resident pays £15.54/week

Now take a single person in the same Band C property on Universal Credit with no earnings:

  • Countable income equals or falls below the Applicable Amount
  • No taper applies
  • Maximum CTR: £17.44/week
  • Annual saving: £907 — but they still pay 30%, which is £389/year

The Income Taper Explained

The taper is the mechanism that reduces your award as your income rises above your needs. At 30%, it's relatively steep — every extra £10 of weekly income above your Applicable Amount costs you £3 off your CTR.

This also means that small changes in earnings can swing your award noticeably. A UC claimant who picks up some part-time work might see their CTR drop by several pounds a week, which gets added back onto their council tax bill.

Non-Dependant Deductions

If another adult (not your partner) lives with you, a fixed weekly deduction is subtracted from your CTR. The amount depends on their gross weekly income:

  • On passported benefits or UC with no earnings: £0
  • Working full-time, earning under £183/week: £7.54
  • Earning £183–£315.99: £14.96
  • Earning £316–£393.99: £18.84
  • Earning £394 or more: £22.61

These deductions apply even if the non-dependant doesn't contribute to household bills.

Why the Exact Number Matters

Knowing your approximate CTR before you apply lets you budget accurately. It also means you can spot errors on your decision notice — if the council's figure doesn't match your calculation, something in their assessment may be wrong.

Our Newham CTR guide includes a step-by-step CTR calculation worksheet and a decision-notice audit template so you can verify every line of the council's maths.
