Newham Council Tax Reduction Eligibility: Income, Savings and Capital Limits

The first question everyone asks about Council Tax Reduction in Newham is whether they qualify. The answer depends on where you live, how much you earn, and — critically since April 2026 — how much you have in savings.

The Basic Requirements

To be eligible for Newham's CTR scheme you must:

  • Be aged 18 or over
  • Live in Newham as your sole or main residence
  • Be liable for council tax on the property
  • Have combined household capital (you and your partner) at or below the threshold

That last point is where most people get caught.

The £6,000 Capital Limit

For the 2026/27 scheme, Newham set the working-age capital limit at £6,000. This is a hard cut-off: if you and your partner together have savings, investments, ISAs, or other capital above £6,000, you get nothing. No partial award, no taper — just a flat refusal.

This is a sharp drop from previous years. Before April 2026, the capital limit was £16,000. The reduction to £6,000 means anyone with modest savings — an emergency fund, money set aside for a deposit, or even a redundancy payout sitting in a savings account — can be disqualified entirely.

Capital includes bank balances across all accounts, building society accounts, ISAs, premium bonds, stocks and shares, PayPal balances, and cryptocurrency holdings. The council asks for two consecutive months of statements for every open account.

Disability Benefits and the Capital Limit

The 2026/27 working-age capital limit is £6,000. PIP, DLA, and Attendance Allowance are disregarded as income, but that income disregard does not raise the working-age capital limit.

Income Limits: The Taper System

There's no single income limit that determines eligibility. Instead, Newham uses a means test. Your net weekly income is compared against your Applicable Amount — a figure that represents your household's assessed basic financial needs, based on DWP benefit rates adjusted for household size, children, disability, and carer responsibilities.

  • If your income is at or below your Applicable Amount, you receive the maximum award (70% of your council tax bill)
  • If your income is above it, every £1 of excess income reduces your award by 30p

So someone earning slightly above the threshold doesn't lose everything — the reduction is gradual. But the 30% taper is steeper than the 20% rate used before April 2026, so the award drops faster.

Earnings Disregards

Before the means test compares your income to the Applicable Amount, certain weekly amounts are disregarded from your earnings:

  • Single claimant: £5 per week
  • Couple: £10 per week
  • Lone parent: £25 per week
  • Special employment / disability / carer: £20 per week

Child Benefit, Child Maintenance, DLA, PIP, and Attendance Allowance are fully disregarded — they don't count as income at all.

Who Can't Claim

Some groups are excluded from the working-age scheme entirely:

  • Full-time students (unless you're a single student parent or a disabled student on qualifying benefits)
  • People with No Recourse to Public Funds under immigration rules (though if one partner has recourse and holds the council tax liability, a claim is possible — the NRPF partner's income and capital are still counted)
  • Care leavers under 25 should not apply for CTR because Newham has a separate 100% care leaver relief scheme

Check Before You Assume

Many residents assume they won't qualify because they have a job or some savings. But the taper system means even someone earning modestly above the threshold can still receive a partial award worth hundreds of pounds a year. The only way to know is to check your actual numbers against the scheme rules.

Our Newham Council Tax Reduction guide includes a CTR calculation worksheet that walks you through the means test step by step, plus a capital assessment checklist so you know exactly what counts toward the £6,000 limit.
