Newham Council Tax Reduction for Disabled Residents: PIP, DLA, ESA and Carer's Allowance

Disabled residents in Newham may have a different income assessment under the Council Tax Reduction scheme. For working-age claimants, the 2026/27 capital limit is £6,000; several disability-related benefits are disregarded in the income assessment.

The £6,000 Capital Limit for Working-Age Claimants

For 2026/27, Newham's working-age capital limit is £6,000. The £16,000 limit belongs to pension-age rules; receiving a disability benefit does not change the working-age threshold.

Which Disability Benefits Are Disregarded

Several disability-related payments are completely ignored in the income assessment:

  • Personal Independence Payment (PIP): both daily living and mobility components — 100% disregarded
  • Disability Living Allowance (DLA): both care and mobility — 100% disregarded
  • Attendance Allowance: 100% disregarded
  • War Disablement Pension: Newham exercises local discretion to fully disregard this

These payments don't count as income at all. They don't affect your Applicable Amount comparison or trigger the 30% taper.

Disability Premiums in the Means Test

The means test compares your income to your Applicable Amount — a figure based on your household's assessed needs. Disability premiums increase your Applicable Amount, which means you can earn more before the income taper kicks in.

If you receive a qualifying disability benefit, your Applicable Amount includes a disability premium on top of the standard personal allowance. If you have enhanced support needs (e.g., the support component of ESA or the LCWRA element of Universal Credit), a higher enhanced disability premium may apply.

This effectively creates a wider income buffer before your CTR starts reducing.

Carer's Allowance and CTR

If you receive Carer's Allowance, it is counted as income in the means test — unlike PIP and DLA, it is not disregarded. However, a carer premium is added to your Applicable Amount, which offsets much of the impact.

You also qualify for the £20 per week special employment/carer earnings disregard instead of the standard £5 or £10.

If you are a carer but not the council tax payer, the person who is liable for the tax is the one who claims CTR. Your caring status affects their calculation only if you live in the same property (as a non-dependant, your income determines the deduction applied to their award — and if you're on a passported benefit, the deduction is zero).

ESA and Council Tax Reduction

Employment and Support Allowance interacts with CTR depending on which component you receive:

  • Income-related ESA: this is a passported benefit, meaning the council treats your income as at or below the Applicable Amount. You receive the maximum 70% CTR automatically (subject to non-dependant deductions)
  • Contribution-based ESA: counted as income in the means test, but the support component is disregarded and disability premiums still apply to your Applicable Amount
  • New-style ESA (post-UC migration): treated similarly to contribution-based, with the assessment based on the actual payment amount

The Disabled Band Reduction (Separate Scheme)

This is a different thing entirely. If your home has been adapted with a wheelchair-accessible room, an extra bathroom or kitchen for disability needs, or extra space for essential equipment, you may qualify for a disabled band reduction. This moves your property down one council tax band for billing purposes, reducing the base bill before CTR is calculated.

The two can stack: a disabled band reduction lowers your bill, and then CTR reduces it by up to 70% of the lower figure.

Don't Leave Benefits Out of Your Application

If PIP or DLA isn't recorded on your application, the council may not include the income disregard or disability premium in its assessment. Check the capital calculation separately against the £6,000 working-age limit.

Our Newham CTR guide includes a disability-specific checklist and a means-test worksheet that walks through how each benefit affects the calculation.
