Newham Council Tax 70% Reduction Cap and 30% Minimum Payment Explained
If you're on a low income in Newham and wondering why your council tax bill is still so high after Council Tax Reduction, the answer is the 70% cap. No working-age resident in Newham can receive more than 70% off their council tax, regardless of how little they earn.
What the 70% Cap Means in Practice
The cap sets the maximum Council Tax Reduction at 70% of your net council tax liability (after any discounts like the single person discount). The remaining 30% is your minimum payment — you pay it no matter what.
For a Band C property with the single person discount, the maximum weekly CTR is £17.44. That leaves a minimum payment of £7.48 per week, or roughly £389 per year. Even a single person on Universal Credit with no earnings pays this amount.
For a Band D property without the single person discount, the minimum payment is 30% of £37.39 per week = £11.22 per week, or about £583 per year.
How It Got Here
Newham's working-age CTR scheme has been tightening progressively:
| Year | Maximum Support | Minimum Payment |
|---|---|---|
| Pre-2025 | 90% | 10% |
| 2025/26 | 80% | 20% |
| 2026/27 | 70% | 30% |
The reductions followed Newham Council's £157 million budget deficit. The 8.99% council tax increase for 2026/27 — approved with special government permission — raised bills at the same time the reduction cap was cut. Working-age residents on low incomes got hit from both directions.
Pension-age residents are unaffected by the cap. Under mandatory national rules, eligible pensioners can still receive up to 100% CTR.
The 30% Income Taper
The cap is one limit. The income taper is another. If your weekly income exceeds your Applicable Amount (the DWP-aligned measure of your household's basic needs), every £1 of excess income reduces your CTR by 30p.
The taper was 20% before April 2026, so it now eats into your award 50% faster than it used to. Combined with the lower cap, someone whose income is moderately above the Applicable Amount may find their CTR is very small — or nothing at all.

Can You Get More Than 70%?
Not through the standard scheme. But if the 30% minimum payment causes you genuine hardship, there's a separate route: the Discretionary Council Tax Reduction under Section 13A(1)(c) of the Local Government Finance Act 1992.
This is not part of the main CTR scheme. It's an additional, discretionary reduction that Newham funds from its own general budget. You apply in writing, showing exceptional financial hardship and a detailed income-and-expenditure breakdown. Awards are time-limited and not guaranteed.
Applications go to: Council Tax and Benefits Service, Newham Dockside, 1000 Dockside Road, London E16 2QU.
What You Can Do
Even with the cap at 70%, the scheme still provides meaningful support — up to £1,021 per year on a Band D property with SPD. Making sure your claim is accurate matters more than ever, because every error in the means test or a missing disability premium costs real money.
If your income or household circumstances change, report it within 21 days. And if you think the 30% minimum is causing genuine hardship, look into the Section 13A route before you fall into arrears.
Our Newham CTR guide covers the full calculation process, including worked examples at every band and a hardship application walkthrough.
