Council Tax Reduction Scheme London: How Boroughs Compare in 2026/27
Every London borough runs its own working-age Council Tax Reduction scheme, and the differences between them are significant. Maximum awards, capital limits, taper rates, and earnings disregards can differ. If you live near a borough boundary, check which scheme applies at your address because the local rules affect how much support you can receive.
How London Schemes Vary
Since 2013, when the national Council Tax Benefit was abolished and replaced with localised schemes, each billing authority in England has been free to design its own working-age rules. Pension-age rules remain national and offer up to 100% relief everywhere.
The main variables across London boroughs:
Maximum award. Maximum awards differ by borough. Newham caps working-age support at 70%, leaving a minimum payment of 30%. The lower the cap, the higher your minimum payment regardless of income.
Capital limit. The national pension-age threshold is £16,000. For working-age claimants, boroughs can set their own limit. Newham sets £6,000 for 2026/27, down from £16,000 in 2025/26. Working-age limits differ among boroughs.
Income taper rate. This determines how quickly your award reduces as income rises above the Applicable Amount. Each borough sets its working-age rules. Newham uses 30%, meaning support tapers more quickly as countable income rises above the Applicable Amount.
Earnings disregards. Some boroughs have added local disregards beyond the national baseline (£5 single, £10 couple, £25 lone parent). Newham removed its local earnings disregards for 2026/27, returning to the statutory minimum.
Newham's Position Among East London Boroughs
Newham's 2026/27 scheme includes:
- 70% maximum award with a mandatory 30% minimum payment
- £6,000 capital limit (rising to £16,000 only for disability benefit recipients)
- 30% income taper rate
- No local earnings disregards beyond the statutory minimum
The scheme was tightened progressively — from 90% maximum before 2025, to 80% in 2025/26, to 70% in 2026/27 — following a £157 million budget deficit. The council secured exceptional government permission for an 8.99% council tax increase alongside the scheme changes.
Neighbouring boroughs like Tower Hamlets and Waltham Forest set their own parameters, and these can change annually after public consultation. If you are comparing schemes, the critical figure is the minimum payment percentage — that is the amount you will pay from your own pocket even with the maximum award.
Why It Matters
The variation means two people with identical incomes and identical housing situations can face very different council tax bills depending on which borough they live in. A single person on Universal Credit with no earnings in a Band C property pays nothing in a borough with 100% maximum support. In Newham, the same person pays 30% of the net bill — around £389 per year after the single person discount.
This is a policy choice, not an error. Boroughs with tighter schemes have made a budget decision to shift costs onto low-income residents. Whether that is justified is a political question, but the practical consequence is that residents in boroughs like Newham need to be especially careful about claiming everything they are entitled to — because the scheme covers less, every discount and reduction counts more.

What You Can Do
If you live in Newham and have not yet applied for Council Tax Reduction, check your eligibility and apply. The scheme still provides meaningful support — a Band C single person on UC saves over £900 a year with the maximum 70% award compared to paying the full bill.
If the 30% minimum is unaffordable, Newham's Section 13A hardship fund provides discretionary relief for exceptional cases.
Our Newham Council Tax Reduction guide covers the full scheme rules, worked calculations for every band, and the application process step by step.
